Area record
Senedd records that name a place the gazetteer puts in Blaenau Gwent Caerffili Rhymni, whoever spoke. Welsh Government’s words are included as the Senedd records them. Listed newest first, never totalled.
Counted by Siambr: places assigned through the ONS Index of Place Names in Great Britain (July 2024) and ONS Output Area lookups. A place name is matched as the gazetteer prints it, case and all. It is placed in a 2026 constituency through the ONS Output Area lookups for the gazetteer's ward, community, built-up area or local authority code. A name the gazetteer gives more than one place, or a place spanning constituencies, is listed as ambiguous, as is a name the Record also prints in lower case or as part of a person's name.

Plaid Cymru's public transport plans are not new. They were in progress before this Government. The Burns train stations and better public transport are vital. Welsh Labour championed them, and we need them to be delivered. And while we're glad to see Magor and Undy and Cardiff parkway stations progress, these stations alone will not solve congestion at the Brynglas tunnels. We need to see the Plaid Cymru Government act with urgency to deliver the stations in Newport at Somerton, Liswerry and Tredegar Park. Public transport must be regular, reliable and affordable for people to use it. I say this as someone who's long campaigned for the Ebbw Vale to Newport line and commuters on that line still face unacceptable cancellations and overcrowding. Public transport and road infrastructure must meet the needs of a growing population, and Newport is the faster-growing city with the youngest population in Wales.

Diolch. Earlier this year, I visited PMB Battery Technologies, a cutting-edge research and manufacturing company that operates facilities in Ebbw Vale and in Adelaide, Australia. This is a company specialising in advanced battery technology, and a great benefit to the local economy and the people it employs. That day, I met directly with apprentices at the company, young people from Ebbw Vale and the local area, fresh out of education, now in high-skilled and well-paid, meaningful employment. This is exactly the sort of industry we need to attract to deprived areas like Blaenau Gwent, which suffer with high levels of people, especially young people, classified as NEET, not in employment, education or training.

-
Diolch, Cabinet Minister. In Blaenau Gwent, nearly three in 10 residents aged 16 and over have no formal qualifications, which is the highest proportion in the whole of Wales, while neighbouring Caerphilly has the fourth highest. I've seen first-hand the vital role that organisations such as ACT has in Ebbw Vale. They play such an important role in supporting young people facing really complex needs and barriers to education, training and employment. For many of these young people, progress can mean overcoming mental health challenges, gaining qualifications after leaving school without any, finding secure housing or even turning away from crime as well. They need to have a system that can respond to the full range of barriers they face as an individual and gives them the best opportunity as well to fulfil their potential. So, Cabinet Minister, how will the Welsh Government ensure we have a fit-for-purpose system, with the flexibility and stability needed to support young people to fulfil their potential, particularly those facing extreme barriers?
-
…
Now, those figures are really concerning, but what concerns me more is what they can mean for a young person that's growing up in these communities. That's why early intervention really matters as well. We need to support young people before they reach the point of completely disengaging, and I've seen some really good examples of this in my own constituency. A couple of weeks ago, I visited ACT training in Ebbw Vale. They're supporting young people who, for all sorts of reasons, haven't found that typical conventional route from school into further education, training or employment. And I just want to put on the record as well my thanks to all of the staff there for the work that they do, because it was really inspiring, that visit. And there was one thing that really stood out to me that one of the staff said during that visit. They told me that, for some of the young people that they work with, the support that they provide can quite literally be the difference between life and death for that young person, and I think that really brings home again the real seriousness of this situation. Because we can talk about NEET rates and percentages like I did at the start, but, for that young person, this isn't a statistic. It's their life.

First Minister, I was not alone in being frightened by the intensity and proximity of wildfires during the summer in my constituency of Gwynedd Maldwyn, including one which was a very short distance from my own home. Again, I saw the flames. The fear was felt by many of my fellow citizens all over Wales, from Corwen in the north, Pembrokeshire, Carmarthen, down to category 3 blazes in Blaenavon, Ferndale, Ebbw Vale, just to name a few. Our thoughts are really with them at this time.

The introduction of tram-trains onto the Treherbert, Aberdare and Merthyr routes over the next year will increase capacity on these routes and allow longer modern trains with level boarding to be moved to the Rhymney, Ebbw Vale and Cheltenham services. These changes will see the capacity virtually doubled on the 15.40 Bridgend to Rhymney train, which was recently listed by DfT as one of the ten most overcrowded trains in the UK in 2025.

It also means learning from our own history, and few places teach the lesson better than this constituency. For generations, coal came down these valleys to be burned at Uskmouth and exported out of the port, and too much of the wealth it created went elsewhere. For too long, Wales has hosted energy projects without keeping enough of the value they generate. That must now be reversed. If Welsh land, wind, water and sea bed create wealth, the people of Wales should see more of the value of it. The energy story of Casnewydd Islwyn is already turning. At Uskmouth, the old coal-fired power station is being transformed into one of the largest battery storage hubs in the United Kingdom, storing clean power on the very site that once burned Valleys coal. Beside the steelworks at Llanwern sits one of the largest solar developments in Britain. The uplands above the Sirhowy and Ebbw valleys have the wind, and beneath them, the flooded workings of the old collieries hold warm water that mine water schemes elsewhere are already putting into homes. Even our newest industries point the same way, because a semiconductor cluster is a hungry customer for clean, reliable, affordable power. So, the question for this constituency and for Cymru, for Wales as a whole, is no longer whether the energy transition will happen here, it's who will own it, who will drive it and who will benefit from it. That's the question my work on behalf of the Government on a national energy strategy is designed to answer, and we will explore the levers we can use in Wales to build a strategy that benefits the people of Wales and Casnewydd Islwyn economically and socially, to ensure that we maximise that prize.

I had the pleasure of meeting Ann in 2019. It was a friendship that I cherish more than anything. I walked the streets of Ebbw Vale with her, where I saw women leaving a hair salon and nail bar quickly to have a selfie with the Strictly Come Dancing star that was Ann Widdecombe. She looked perplexed at how she was a star—she just saw herself as Ann. That's the person I knew every time I met her. She's a loss to this country, to our party and to Britain as a whole. We on these benches, and, I hope, across the Chamber, will pay tribute to her family and to the person whom we will long miss. Rest in peace, Ann.

Once again, yesterday, trains on the Ebbw Vale line stopping in Newport were cancelled. Transport for Wales said this was due to more trains than usual needing repairs, and this is not the first time that this has happened. I know how disruptive these cancellations are for local people, and this is in addition to frequently overcrowded trains due to the limited number of carriages. People rely on these trains to get to work and college, and delays and cancellations have a big impact. It does seem that every time there is a problem on another part of the network it is this line that is most often hit. This is not fair and has a disproportionate impact on people relying on the Ebbw Vale line. I'd like to hear from the transport Minister how he will ensure a full and regular service on the Ebbw Vale line.

The difference between rail in Caerphilly and Blaenau Gwent shows exactly why devolving rail matters. Caerphilly has 17 stations, most on the Welsh Government's core Valleys lines. Since those lines came under Welsh Government control, passengers have seen new trains, electrification and more frequent services. But, in Blaenau Gwent, the Ebbw Vale line is still reserved, and we have just three stations in the whole of Blaenau Gwent, with communities like Abertillery and Tredegar completely cut off from the rail network.
…
-
Diolch, First Minister. Plaid Cymru, of course, has long been a champion of better rail services across Wales, and I know our Government will always look for ways to be ambitious for our country. Residents in Nelson have campaigned for a reopening of the rail connection to the main Rhymney valley line for many years, and discussions have taken place on an extension from the Ebbw Vale line to a proposed Abertillery transport interchange as part of the Cardiff capital region. It's an ongoing issue. Rail extensions to these areas would provide expanded opportunities and access to the major centres around the south of Wales and, of course, the rest of Britain. Will the First Minister please confirm that relevant discussions with the rail authorities and others will continue until we achieve our ambitions and give these two proud valley communities more access to these because they are relying on us?
-
What assessment has the Cabinet Minister made of the environmental report recommendations regarding the Cwrt Sirhowy housing development in Cwmgelli, and what action has been taken following the flooding to ensure there will be no repeat incidents?
-
Will the Cabinet Minister provide an update on the Cwrt Sirhowy housing development in Cwmgelli following the Welsh Government’s decision to overrule Caerphilly County Borough Council's rejection of the proposals?
-
The figures are stark. The UK Government has promised an investment of £445 million, which sounds like a large figure, but when you compare it to the £4.5 billion owed to Wales under HS2 money, it is merely a drop in the ocean. That £4.5 billion would allow us to invest in Abertillery, it would allow us to invest in rail and bus services across the country. It is our fair share, it is chwarae teg for Wales. That is why I am proud that my colleague the Deputy Minister for Transport is pursuing this case energetically with the UK Government. It is only right, it is only fair.
-
Diolch, Cabinet Minister. Abertillery is a prime example of a community that is being held back by the UK Government's chronic underfunding of Wales's rail network. The proposed Abertillery spur would reconnect a town of around 10,000 people and serve up to 20,000 residents across the wider Ebbw Fawr valley, improving access to jobs and education, increasing footfall for local businesses and supporting town centre regeneration. This is not a speculative proposal. It was identified by the Burns commission, included in the Wales rail board pipeline, and has already undergone years of development work. Yet there is still no funding route to deliver it. Given the transformative impact this project could have, what representations is the Welsh Government making to the UK Government to secure Wales's fair share of rail funding and ensure that projects such as the Abertillery spur can finally become a reality?

I'd also like to thank the Member for raising the important issue of fly-tipping as it's something that I hear from constituents across Blaenau Gwent Caerffili Rhymni. We're so fortunate in the Valleys to be surrounded by beautiful natural spaces, from the Sirhowy valley to the Silent valley. These areas are so important for local people, wildlife and tourism alike. However, fly-tipping is having a growing impact on these spaces. In Caerphilly, we've seen a 63 per cent annual increase in reported fly-tipping incidents, which is one of the sharpest rises anywhere in Wales. And while community groups and volunteers do such tremendous work to keep our communities clean, they can't be expected to tackle this challenge alone, particularly as organised criminal networks become increasingly involved in waste crime. Cabinet Secretary, could you outline what further action this Welsh Government is taking to tackle organised waste crime and fly-tipping? And how is it supporting local authorities and communities to protect our natural environment? Diolch.
-
The Member is right. This Government is committed to dealing with the consequences of our industrial past and ensuring justice for our coalfield communities. I did visit Cwmtillery myself after that recent landslip, which really brought home the threats that so many communities are facing. We know that addressing threats associated with coal tips will need a sustained programme of investment. The mining industry, of course, predates devolution, so we're clearly of the view that it's the UK Government that should foot that bill, and we'll make the case for that. As part of our suite of measures, we will obviously want to enable Members across this Chamber to be able to measure progress against that stated aim.
-
First Minister, this question raises how progress on the climate and nature emergency is measured and reported across Government. In my constituency of Blaenau Gwent Caerffili Rhymni, we see very clearly why that matters. In Cwmtillery, a devastating coal tip landslide over a year ago brought home how the climate crisis directly impacts our lives. With 85 tips in the highest risk category across Wales, communities are asking not just where the work is happening, but how progress is being tracked and shared.
I welcome this Plaid Cymru Government's commitment to remediation and to working with the UK Government on funding, as well as linking this to jobs in former coalfield communities like mine. But without cross-Government reporting, people on the ground can struggle to see how these commitments translate into measurable change. So, can I ask the First Minister what mechanisms will be used to ensure that progress on coal tip safety and wider climate resilience work is measured and reported across portfolios, so that communities like Cwmtillery can have confidence that risks are being reduced and opportunities delivered? Diolch.
