Does the Welsh Government support efforts by Museum Wales to decolonise its collections?

Answered by Trefnydd, Chief Whip and Cabinet Minister for Culture and Sport

We support efforts by our cultural institutions to ensure that they are accessible and relevant to everyone in Wales. Amgueddfa Cymru's work to improve understanding of the histories represented within its collections, engage with communities and provide fuller historical context, where appropriate, aligns with our commitment to equality, inclusion and an Anti-Racist Wales.

As with all curatorial matters, operational decisions relating to the management, interpretation and development of collections remain the responsibility of Amgueddfa Cymru and its Board of Trustees.

What consideration has the Welsh Government given to relaxing the 182-day occupancy threshold for self-catering accommodation businesses affected by recent wildfires in Wales?

Answered by Cabinet Minister for Finance

The criteria used to classify self-catering properties for local tax purposes are prescribed in legislation. Refinements to the application of the 182-day letting threshold were confirmed and introduced by the previous Welsh Government earlier this year. An average of the days let over the past two of three years may now be taken as evidence of compliance, where 182 days letting is not achieved in the latest year. This provides flexibility for operators and supports stability for those who may occasionally fall short by a narrow margin (e.g. due to a temporary drop in demand resulting from circumstances beyond their control).

I have also published a statement and consultation on our approach to reviewing the 182-day threshold and proposed exemptions.

From which budgets will the Welsh Government find the additional £250 to £500 million required to fund maximum take-up of the Welsh Government's universal free childcare offer, as stated by the Cabinet Minister in Plenary on 14 July?

Answered by Deputy First Minister and Cabinet Minister for Social Justice and Equality

The expansion of funded childcare is a clear priority for this Welsh Government and will be considered through the normal budget-setting process.

As with all government commitments, final funding decisions will be taken as part of the annual Draft Budget, taking account of the overall resources available to Wales and the priorities set across the Welsh Government.

We will set out detailed allocations through the budget process. This will ensure decisions on childcare funding are considered alongside other priority areas, including public services, support for families, action to tackle poverty, and measures that support the wider economy.

The Welsh Government will continue to manage its budget responsibly and align funding with its programme for government commitments.

What action is the Cabinet Minister taking to ensure that her previous comments during plenary on 29 November 2022 that "we're not always going to be listening to the voices of the majority if they are all white voices" are reflected in her department's priorities?

Answered by Trefnydd, Chief Whip and Cabinet Minister for Culture and Sport

As elected politicians, we should always also be mindful of our responsibility to consider the context in which comments are made and not misrepresent views. I would encourage the member to look at the contribution in full that I made on the date in question and the debate in its totality.

Our government priorities are guided by the principles of fairness and ambition for all of our communities. In that respect, we will ensure the voices and experiences of people who are underrepresented are equally heard and inform our decisions, as we work to build a fairer, safer and more united Wales for everyone. These are values that I hope all Senedd Members share.

How does the Welsh Government plan to expand the rights of refugees and asylum seekers to access services under its Nation of Sanctuary plan?

Answered by Deputy First Minister and Cabinet Minister for Social Justice and Equality

Immigration, including asylum and the status and capacity of persons in the United Kingdom who are not British citizens are reserved matters to the UK Government.

Asylum seekers and refugees have different legal statuses and different entitlements under UK immigration law. An asylum seeker is someone whose claim for protection has not yet been finally decided. Refugee status is granted where a person’s claim for protection has been accepted, giving them legal permission to remain in the UK and access to wider rights, including the right to work. By contrast, people seeking asylum are generally not permitted to claim mainstream benefits and are usually supported through the UK Government’s asylum support system while their claim is considered.

The Welsh Government does not change immigration status or reserved entitlements; rather, we support the integration of refugees and people seeking asylum in Wales and work to ensure they can access devolved services and support where they are eligible under UK immigration law.

Will the Welsh Government scrap any elements of its Nation of Sanctuary policy that encroach into non-devolved policy areas?

Answered by Deputy First Minister and Cabinet Minister for Social Justice and Equality

Immigration, including asylum and the status and capacity of persons in the United Kingdom who are not British citizens are reserved matters to the UK Government. Decisions on who is placed in Wales remains with the UK Government.

The Welsh Government has responsibility for core devolved policy areas such as education, health, local government, social services and community cohesion. These are all matters which interact with sanctuary seekers which is the focus of the Nation of Sanctuary approach. The Welsh Government’s Nation of Sanctuary approach therefore operates within devolved responsibilities.

What consideration has the Cabinet Minister given to requiring utility companies to directly notify residents before installing new telegraph poles?

Answered by Cabinet Minister for Local Government, Housing and Planning

The installation of telegraph poles is regulated by the Electronic Communications Code, which is a reserved matter and therefore for the UK Government to consider.

With respect to planning permission for telegraph poles, permitted development rights for telecommunications code operators are set out in Part 24 of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 1995.  The Order enables undertakers to erect or replace telegraph poles.

In protected landscapes, prior approval must be sought from the local planning authority.  The developer is required to confirm they have served notice on the landowner or occupier before the local planning authority will process the request.

There are currently no plans to revise these permitted development rights or the duty to notify owners or occupiers on plans for installation or replacement of telegraph poles.

Will the Cabinet Minister outline the Welsh Government's position on public procurement of Welsh food and drink?

Answered by Cabinet Minister for Rural Resilience and Sustainability

Food is a core Foundational Economy sector, and we are working to strengthen and grow local food supply chains through connecting local producers and suppliers with public sector demand.

Public procurement is a key policy tool to “re-localise” the food system, increasing self‑sufficiency and resilience and supporting local producers and jobs.

We work across the public sector and encourage NHS Wales, schools and local authorities to increase spend on Welsh food and drink, within legal constraints.

We provide public sector organisations with practical legal procurement guidance to maximise opportunities for local suppliers, encouraging shorter supply chains, seasonal/local sourcing and SME and producer access to contract opportunities.

The Procurement Act 2023 and the Social Partnership and Public Procurement (Wales) Act 2023 support strategic Welsh public food procurement that delivers social, economic, environmental and cultural benefits.

We are working with public sector partners to strengthen market engagement, support Welsh food and drink suppliers.
