Will the Cabinet Minister provide the full costings of the Welsh Government's childcare offer?

Answered by Deputy First Minister and Cabinet Minister for Social Justice and Equality

As I set out in my oral statement on childcare expansion on 14 July, current modelling suggests that extending funded provision to children aged 9 months to 4 years would require additional core childcare funding of £250 million to £500 million at today’s prices, with £375 million as the midpoint estimate. The precise funding requirement will depend on take-up rates, with current assumptions of 50% to 80% informing the lower and upper estimates.

Work is ongoing with our economists and analysts to test and model a range of variables, which includes the costs at each phase of expansion and potential take-up rates.

As advised by our Expansion of Childcare Expert Steering Group, we will also take account not only of workforce costs, but a range of factors including training and development, additional learning needs, local authority support and capital.

Establishing a new national body requires careful consideration of its purpose, scope, governance, legal status and funding arrangements.

Rather than predetermine the outcome, we are working through those issues carefully to ensure any future arrangements are credible, affordable and capable of delivering better outcomes for communities across Wales.

Will the Cabinet Minister provide a breakdown of the specific activities, services and deliverables the Welsh Government intends to commission through the climate change behaviour change campaign, including planned advertising, media buying, research, public engagement, digital activity and evaluation, and detail its target audience, objectives and intended outcomes?

Answered by Cabinet Minister for Rural Resilience and Sustainability

Progress in reducing Wales's carbon emissions will increasingly depend on the uptake of low-carbon heating and transport technologies. Effective communications will help build awareness and confidence, support informed choices, and promote the advice, support and assistance available.

While the overall approach is still being developed, targeted communications will be used to encourage the uptake of heat pumps, solar panels and electric vehicles, supported by audience research, partnership working, monitoring and evaluation. This will also include further development of the Climate Action Wales website and a national climate survey to strengthen the evidence base for future communications and policy-making.

Public engagement will be foundational to Wales's first Climate and Nature Action Plan, which I announced details of on 19 August. The Plan will set out a cross-government programme of action to address the climate and nature emergency as one interconnected challenge. As the Plan is developed, it will be important to involve people, communities, partners and organisations in shaping solutions.

Further to WQ100056, will the Cabinet Minister provide the source for the £700 million figure cited in the answer, and does she recognise that the Crown Estate being devolved to the Scottish Government has meant no actual cash increase to its overall budget since it is deducted from their block grant?

Answered by Cabinet Minister for Finance

The Welsh Government estimated the figure of £700m in WQ100056 based on the financial information published by the Crown Estate in their recent Annual Report together with evidence gathered from the Group on the Future of the Crown Estate in Wales.

To date, the Block Grant deduction in Scotland is significantly less than the income generated from Crown Estate activity in Scotland. Between 2017-18 and 2024-25 the Crown Estate raised around £900m in income (of which around £800m relates to offshore wind option fees). The related deduction to the Scottish Government’s block grant totalled less than £60m over this period.

Will the Cabinet Minister consider mandating health boards to provide patients with printed or digital copies of diagnostic results as an interim measure while consistent access to diagnostic reports through the NHS Wales App is being developed?

Answered by Cabinet Minister for Health and Care

With over four out of five patient pathways involving diagnostic testing, from the detection of disease to the monitoring of treatment, there are no current plans to mandate healthcare providers to issue written diagnostic reports. The cost of providing an interim solution is unknown; however, given the expected volume of tests, it could be prohibitive relative to the net benefit. Manually distributing results would also be time-consuming, divert clinical time and create information-governance risks if results were issued incorrectly. Referrers are already expected to share diagnostic test outcomes with patients in a way that supports understanding and reduces the risk of misinterpretation.

What specific interim safety measures are in place to ensure patient health outcomes are maximised while the phased rollout of the NHS Wales App takes place?

Answered by Cabinet Minister for Health and Care

The NHS Wales App is being rolled out in phases to ensure new services are introduced safely, tested appropriately and refined based on user feedback before wider implementation. Existing routes for accessing NHS services, appointments and communications remain available throughout, ensuring patient care is not dependent on use of the App.

The National Patient Safety Plan outlines NHS Wales' approach to making care safer by reducing avoidable harm and fostering a culture in which patients and staff are listened to, learning and improvement are continuous and strong leadership is embedded throughout the system.

In line with these principles, the NHS Wales App is subject to ongoing clinical and technical assurance, security monitoring and continuous improvement, helping to ensure patient health outcomes are maximised as new digital services are progressively introduced

What assessment has the Cabinet Minister made of the potential impact on Welsh Government funding of devolving the Crown Estate to Wales, including any consequential adjustment to the Welsh block grant?

Answered by Cabinet Minister for Finance

Wales is estimated to have lost out on around £700 million in recent rounds of offshore wind leasing because revenues generated from Welsh assets have not been retained in Wales.    The precise fiscal implications of devolving the Crown Estate, including any consequential adjustment to the Welsh block grant, would be subject to negotiation with HM Treasury as part of any transfer. Devolution will allow the Welsh Government’s budget to benefit from future growth in Crown Estate assets and income streams in Wales, as is already the case for the Scottish Government.

What assurances has the Cabinet Minister sought that health boards participating in clinical trials involving multi-system diagnostic imaging have appropriate procedures for identifying, communicating and following up incidental findings?

Answered by Cabinet Minister for Health and Care

The Welsh Government expects health boards to deliver clinical trials in line with all ethical, regulatory and governance requirements, including approved arrangements for identifying, communicating and following up incidental findings.

The Health Research Authority oversees governance and ethics review, while the Medicines and Healthcare products Regulatory Agency authorises and regulates clinical trials of medicines. The Medical Research Council is not a regulator but provides guidance on managing health-related findings. Health boards must ensure trials follow the approved protocol and participant safety arrangements.

What assessment has the Cabinet Minister made of differences between health boards in patients' ability to access hospital diagnostic reports through the NHS Wales App, and will the Welsh Government introduce a consistent national standard for access to diagnostic reports?

Answered by Cabinet Minister for Health and Care

The NHS Wales App is being developed as a national, Once for Wales service to provide people across Wales with secure, equitable access to their health and care information through a single digital front door. The App already provides nationally available services, including hospital waiting list and appointment information, with further functionality being introduced on a phased basis.

While access to some information may currently vary as new functionality is rolled out and integrated with existing systems, the Welsh Government's ambition is for citizens to have a consistent experience regardless of where they receive care. The NHS Wales App programme is therefore based on common national standards and a Once for Wales approach to delivering digital services across NHS Wales.

As per our First 100 Days plan, we are also working with relevant partners to audit health data sources in Wales, with the aim of improving their consistency, transparency and accessibility.

What representations has the Welsh Government made to Cardiff Council about the potential local economic damage that would be caused by a workplace parking charge?

Answered by Deputy Minister for Transport

The Welsh Government has not made representations to Cardiff Council specifically about the potential local economic imapcts that would be caused by a workplace parking charge.

Workplace parking levies are provided for under the Transport Act 2000; however, the detailed legislative framework required to enable such schemes has not been made in Wales. No decision has been taken to introduce the secondary legislation required to enable workplace parking levy schemes in Wales.

Should a local authority wish to pursue such a scheme in the future, Welsh Ministers would consider any legislative and approval requirements at the appropriate stage. This would include consideration of the available evidence, the deliverability of the proposal, the likely impacts on businesses, communities and the transport network, and the outcome of local consultation.

The Welsh Government recognises the important role businesses play in supporting economic growth and employment. We also recognise the importance of providing reliable and attractive alternatives to private car use through investment in public transport and measures that support sustainable travel choices.

Will the Commission set out the cost, budget and staffing structure of the Senedd's Wellness Team?

    Answered by Senedd Commission

Llywydd on behalf of the Senedd Commission:

Employee wellbeing is a priority area for our staff, supported through the wider work of the Commission and regarded as a shared responsibility across the organisation, including by senior leaders, managers and employees.

The Senedd Commission does not have a dedicated ‘Wellness Team’. The Commission’s specific activity in this area sits within the HR Operations team, and forms part of the remit of one post (0.8 FTE). The estimated annual employment cost of the 0.8 FTE post is £56,374.44; the ‘wellbeing’ activity will therefore form a proportion, but not all, of that overall cost.

Similarly, there is no dedicated ‘wellness’ budget.  For 2026/27, the relevant budgets which may support wellbeing-related activity are the one which covers a range of occupational health, employee assistance programme and associated operational requirements, at £65,538, and the Equipment budget of £20,000, which is for the provision of DSE equipment and reasonable physical adjustments.

What plans does the Welsh Government have to increase the number of trains on the Coryton Line to four an hour?

Answered by Deputy Minister for Transport

Transport for Wales (TfW) have recently completed a strategic outline case for further enhancements to the sections of the Core Valley Lines (CVL) within Cardiff. This has demonstrated that there is a positive case for enhancing the frequency of the services on the Coryton Line to four trains per hour alongside delivering a new station at Roath Park on the Rhymney Line. These enhancements will now be considered as part of a package of potential further improvements to the whole CVL network.

Welsh Government received £48m from the UK Government for CVL enhancements in the four year 2025 UK Government spending review. However, this funding is not sufficient to deliver enhancements such as increasing the frequency of services on the Coryton Line. We will be making a case to the UK Government for increased CVL enhancement funding as part of our case for fair funding for rail in Wales.

What action is the Welsh Government taking to reduce diagnosis times for endometriosis in Wales, including consideration of new diagnostic tests, and to improve timely access to specialist diagnosis, treatment and care for women affected by the condition?

Answered by Deputy Minister for Social Care, Mental Health and Women’s Health

We recognise that diagnosis of endometriosis can take too long. We are committed to strengthening the NHS Wales Women’s Health Plan – reducing delayed diagnosis and late treatment for women and girls in areas such as endometriosis.

We are committed to improving service access and support to women with endometriosis through a programme of work focused on improving the pathway across primary, secondary and tertiary services. This will include work to improve workforce skills to encourage earlier recognition of symptoms and improving access to assessment and treatment to reduce diagnostic delays across Wales. As this work develops, we will give consideration to whether a target for diagnosis times is appropriate.

We welcome NICE's recent draft recommendations supporting the evaluation of innovative non-invasive diagnostic technologies for endometriosis. This reflects the importance of earlier diagnosis and improved women's health pathways, which are key ambitions of the Women's Health Plan for Wales. We will consider the implementation of these tests as part of primary care pathway development following final recommendations from NICE due October 2026

What discussions has the Welsh Government had with the UK Government, Ofgem and TrustMark regarding householders in Wales who have been left with defective ECO4 installations following an accredited installer going into administration?

Answered by Cabinet Minister for Local Government, Housing and Planning

I raised the impact of poor workmanship in the ECO4 scheme and the ongoing issues people are facing to secure remediation works with Martin McCluskey MP, UK Government Minister for Energy Consumers, when we met on 11 June. My officials are also in contact with the UK Government to discuss progress and share our experience of delivering high quality retrofits through the Nest scheme.

Poor workmanship by a range of ECO4 installers has impacted households across Wales. This was not the responsibility of a single installer but a systemic failure in the ECO scheme, which did not include sufficient oversight and quality control.

A number of installers have entered administration as a result of the UK Government announcing it is closing the ECO scheme, the most notable Wales based example being Consumer Energy Solutions (CES).

My advice to householders who have been let down by ECO installers is to ensure they register their complaint as soon as possible. The dedicated process for CES installations is here set out here: Consumer Energy Solutions (CES) Has Entered Administration • TrustMark and for all other customers, the process is to be found here: Complaints Process • TrustMark.
