What assessment has the Cabinet Minister made of any potential negative impact the one million Welsh speakers by 2050 target is having on the Welsh language?

Answered by Cabinet Minister for Education and the Welsh Language

The target of one million Welsh speakers by 2050 has had a positive impact by setting a clear and ambitious direction for the growth of the Welsh language. While the number of speakers is an important measure, it is not enough on its own. The future of the Welsh language also depends on increasing the use of the language, strengthening intergenerational transmission, and ensuring that there are more opportunities for people to use Welsh in their daily lives.

  3. WQ100109 · Tabled · Answered

What consideration has the Welsh Government given to emulating the Gaeltacht in the Republic of Ireland as an option to support preservation of the Welsh language?

Answered by Cabinet Minister for Education and the Welsh Language

We regularly review best practice in other countries and regions, including approaches used in Ireland and Scotland, as we consider how best to support Welsh as a living community language.

Every country has its own linguistic, social and legal context. The Commission for Welsh-speaking Communities considered international evidence, alongside evidence from Wales, in developing its proposals for designating areas of higher density linguistic significance. We have accepted the principle of designation, which would allow policy to respond to the particular circumstances of communities where Welsh remains an important language of everyday life, while continuing to support Welsh in every part of Wales.

As I set out in my recent oral statement, we are now developing a plan to protect areas of higher linguistic density through current powers and non-legislative approaches, while also exploring legislation to establish a system of designation. We will work with local authorities and other partners as this work develops, informed by the Commission’s recommendations and evidence from Prosiect BRO.

Our approach therefore draws on international experience but does not seek to replicate the Gaeltacht. It is a distinct approach designed for Wales: one that provides targeted support for communities where Welsh is widely used, while maintaining the principle that Welsh belongs to us all and should thrive in every community.

What progress has the Welsh Government made in drafting the legislation to place regional partnership boards on a statutory footing, as outlined in the Welsh Government's 100 day plan?

Answered by Cabinet Minister for Health and Care

To support delivery of this commitment, Ministers have commissioned an independent review of the legislative and structural arrangements supporting health and social care integration in Wales.  This review will inform decisions on next steps.

It will assess the maturity and impact of current integration arrangements in Wales, including the role of Regional Partnership Boards.  It will also consider comparative approaches from across the UK and relevant international models.

The report, which will be completed within the first 100 days of this Government, will set out evidence-based options for Ministers' consideration, including options for legislation. Further engagement with system leaders, stakeholders and people with lived experience will take place over the Autumn to inform the scope and development of proposals for further action.

This approach seeks to build transparency and consensus around the change needed to strengthen health and social care integration in Wales.

What assessment has the Welsh Government made of whether legislative consent motions are non-binding on the UK Parliament?

Answered by Cabinet Minister for Government Effectiveness & the Constitution

Legislative consent motions do not legally bind the UK Parliament. As set out in the Counsel General’s Written Statement of 14 July 2026, putting the Sewel Convention on a firmer legislative footing would limit the UK Parliament’s ability to legislate on devolved matters without the Senedd’s consent. The Welsh Government believes this would strengthen the devolution settlement and be a positive step.

The Violence Against Women, Domestic Abuse and Sexual Violence (Wales) Act 2015 explicitly includes FGM within the definition of gender-based violence. NHS bodies, as relevant authorities under the Act, have a duty to contribute to the prevention of violence against women and girls, improve protection for victims, and support those affected.

What is the Welsh Government's position on taking more refugees from Gaza to Wales?

Answered by Deputy First Minister and Cabinet Minister for Social Justice and Equality

Immigration, including asylum and the status and capacity of persons in the United Kingdom who are not British citizens are reserved matters to the UK Government. The UK Government decides on claims for asylum and whether an individual is given refugee status or humanitarian protection. The UK Government also decides on the designation of countries eligible for safe and legal routes.

On 24th June 2026 the UK Government announced the resumption of UK supported medical evacuations of critically ill and injured children and their immediate families from Gaza. The UK Government confirmed in their statement that individuals arriving under this scheme will be granted temporary permission to stay in the UK, including access to appropriate healthcare and support. The detail of the scheme, including Wales’s participation, is currently being worked through.

On 24th June the UK Government also announced that it would renew support for high achieving students from Gaza to take up fully funded scholarships at UK universities for the 2026/27 academic year. This is for students who hold fully funded and verifiable scholarships, and who meet the requirements of the Immigration Rules. Further details of the UK Government scheme can be found here: Written statements - Written questions, answers and statements - UK Parliament and Scholarships for students from Gaza - GOV.UK. The Welsh Government is supportive of this initiative, which helps ensure that talented students can continue their education despite the significant challenges they face.

The Foreign, Commonwealth and Development Office (FCDO) is responsible for the support to eligible students and their eligible dependants, to try to exit Gaza and travel to the UK.

What consideration has the Cabinet Minister given to restoring right to buy, but put a legal obligation to build social homes to replace those sold?

Answered by Cabinet Minister for Local Government, Housing and Planning

The Welsh Government has no plans to restore the Right to Buy. The scheme was abolished in Wales in January 2019 to help protect social housing stock and ensure homes remain available for people in housing need for the long term.

My Written Statement of 13 July sets out my determination to increase the supply of social homes and our target to deliver 20,000 additional social homes by 2030.

We will be working with partners to limit sales, to those of properties where it is uneconomic to repair. The proceeds of these sales are recycled back into social housing.

What plans does the Welsh Government have to build a railway station at St Athan?

Answered by Deputy Minister for Transport

I recognise the opportunity and benefits a new station at St Athan would deliver both locally and regionally. Transport for Wales included a new station at St Athan in their rail vision document “Today, Tomorrow, Together” noting that it would support wider plans for housing and businesses in the area including the redevelopment of the Aberthaw site.

However, rail infrastructure and funding for enhancements such as a new station at St Athan is a reserved responsibility of the UK Government. We continue to seek the full devolution of rail infrastructure and a fair rail funding settlement for Wales, which would provide greater control over decisions on rail investment, including the delivery of new stations.
