What progress has the Cabinet Minister made in implementing the Libraries for Primaries Schools programme?

Answered by Cabinet Minister for Education and the Welsh Language

We want to ensure that every primary learner develops a strong enjoyment of reading within a dedicated library space. Accordingly, we have included the planning of a programme to roll out libraries across our primary schools as part of our first 100‑day action plan. This commitment is also embedded within our wider Literacy and Numeracy Plan, which I will publish in the autumn.

We know that access to high quality and current reading material which appeals to individual tastes where learners can see themselves reflected in the reading material can have a positive impact on reading enjoyment.

Our Ymgolli campaign, as part of the National Year of Reading, offers further opportunity to celebrate and promote the love of reading in both English and Welsh, showcasing the rich linguistic landscape and encouraging more people to discover, enjoy and engage with literature in the language of their choice.

Additionally, our recently published Area Guidelines for Schools in Wales provide greater flexibility, allowing spaces to be thoughtfully adapted to support a variety of needs, including the option for dedicated library areas.

What discussions has the Cabinet Minister had with NHS England about ensuring their app works in tandem with the NHS Wales app?

Answered by Cabinet Minister for Health and Care

The NHS Wales App is being developed as a distinct service, reflecting Welsh policy, legal and technical requirements, including bilingual provision and integration with national systems in Wales. While I have not had direct discussions with NHS England, my officials engage with counterparts in England as appropriate and draw on relevant learning from the NHS App in England to inform development.

Although the two apps are separate products, we will continue to pursue appropriate alignment where this adds value, including through common standards and interoperability approaches that support safe information sharing and the delivery of services.

What discussions has the Welsh Government had with Great Western Railways regarding the adoption of Transport for Wales's Tap & Go service on Great Western Railway services in Wales?

Answered by Deputy Minister for Transport

The Welsh Government and Transport for Wales (TfW) have engaged with Great Western Railway (GWR) on a number of occasions on this matter over the past few years, also engaging with the UK Government’s Department for Transport directly to unlock this opportunity.

To date, GWR’s position remains unchanged despite efforts to encourage them to join the scheme. TfW will continue to advocate for GWR joining the Pay As You Go scheme.

Currently, Pay As You Go is accepted at 95 stations across South East Wales, with GWR services calling at 4 of these: Severn Tunnel Junction, Newport, Cardiff Central, Bridgend. At these stations, TfW provide customer updates advising passengers that Pay As You Go is not valid on GWR services.

What plans does the Welsh Government have to build a railway station at Caerleon?

Answered by Deputy Minister for Transport

I appreciate the benefits that a railway station at Caerleon could bring to passengers and local communities.

Transport for Wales’ publication Today, Tomorrow, Together includes plans for major enhancements which are required for the delivery of new stations such as Caerleon. Measures to improve capacity and linespeed on the Marches line would facilitate the introduction of local services on this route. This would significantly strengthen the case for a new station at Caerleon to serve both local and long distance services.

Our current priority for rail is the delivery of the schemes already funded by the UK Government’s Spending Review, which includes new stations in south east Wales and upgrades to the South Wales Main Line. These improvements will set the foundation for further enhancements. The joint UK and Welsh Government Wales Rail Board will oversee the strategic pipeline and prioritise schemes for the next UK Government Spending Review in 2027.
