What is the Welsh Government's policy on giving tenants living in social housing a legal right to request a pet?

    Welsh text as published

Beth yw polisi Llywodraeth Cymru ar roi hawl gyfreithiol i denantiaid sy'n byw mewn tai cymdeithasol wneud cais i gadw anifail anwes?

Answered by Cabinet Minister for Local Government, Housing and Planning

A social housing tenant in Wales can currently ask for permission to keep a pet under the Renting Homes (Wales) Act 2016, but does not have a right to have that request considered or granted. The situation is similar for private rented sector tenants. The First Minister’s statement on 14 July set out our legislative ambition, which focuses primarily on the strengthening rights and raising standards in the private rented sector. Whilst our focus is primarily aimed at reforming the private rented sector, some areas of provision may interact with the social rented sector. We are currently exploring which additional renters’ rights and protections are required in Wales, including considering provisions in relation to pets, in doing so due consideration will be given to both the private and social rented sector.

Answered by Cabinet Minister for Education and the Welsh Language

Promoting the Welsh language in all of our communities and ensuring that the Welsh language is accessible to all is an important priority for the Welsh Government. We will be publishing our response to the Welsh Communities Commission's Phase 2 report, Reaching all communities, strengthening the Welsh language, which will outline our priorities for areas such as Swansea.

There are currently no relevant capital grants from the Welsh Government's Welsh language department available for such developments. However, the Welsh Government provides  a Community Facilities Programme which offers capital support for community centres such as Tŷ Tawe. We would also encourage trustees to contact Swansea Council to make enquiries about suitable funds such as Common Prosperity Funds or potential opportunities through the Swansea Bay City Deal.

What consideration has the Cabinet Minister given to establishing a centrally funded commissioning pathway for residential substance abuse rehabilitation separate from area planning board budgets, to ensure that access is determined by assessed clinical need rather than the availability of an individual board's tier 4 budget?

    Welsh text as published

Answered by Deputy Minister for Public and Preventative Health

The statutory responsibility to fund residential treatment, where assessed as necessary, lies with local authorities. The Welsh Government provides Area Planning Boards (APBs) with an additional £2 million of ring-fenced funding each year to support this access to residential treatment services.  Decisions on residential rehabilitation placements are made based on individual need, with Area Planning Boards and local partners being responsible for commissioning appropriate services for their populations.

Residential rehabilitation and inpatient detoxification continue to play an important role in helping service users secure their long-term recovery and the Welsh Government remains committed to ensuring that such services are available on a long-term sustainable basis in Wales.

As such, discussions are being held to strengthen the management of the contracting and quality management process for tier 4 treatment pathways.

Answered by Cabinet Minister for Health and Care

Welsh Government has established an independent NHS Wales Elective Care Task and Finish Group to advise on the future development of surgical and diagnostic hubs across Wales. The Group has been specifically asked to consider the role of diagnostic hubs, including how they can best support patient access, improve productivity and complement wider models of care delivered closer to home. The Group will report its recommendations to Welsh Ministers by December 2026.

Alongside this work, specific consideration is already being given to community and regional diagnostic models through ongoing work on diagnostic recovery and the development of a Regional Diagnostic Centre in Powys. This work will help inform future decisions about the most effective configuration of diagnostic services across Wales.

Any future proposals will need to demonstrate improved patient access, effective use of workforce and resources, and clear benefits in reducing pressure on secondary and urgent care services while supporting earlier diagnosis and treatment.

What consideration has the Cabinet Minister given to siting the south-west Wales regional ophthalmic diagnostic and surgical hub in Swansea and what discussions have thus far taken place with clinicians in the region?

    Welsh text as published

Pa ystyriaeth y mae'r Gweinidog Cabinet wedi'i roi i leoli canolfan ddiagnostig a llawfeddygol offthalmig rhanbarthol de-orllewin Cymru yn Abertawe a pha drafodaethau sydd wedi'u cynnal hyd yma gyda chlinigwyr yn y rhanbarth?

Answered by Cabinet Minister for Health and Care

The Welsh Government is committed to improving access to ophthalmology services and reducing waiting times through the development of sustainable regional diagnostic and surgical capacity. Ophthalmology has been identified as a priority specialty within the wider programme to develop surgical and diagnostic hubs across Wales, recognising the significant demand for assessment, surveillance and treatment services.

The recent £145 million investment in NHS Wales includes £25 million to support additional surgical and diagnostic capacity. As part of this work, regional solutions are being considered to ensure patients can access timely, high-quality ophthalmology services while making the best use of available workforce, facilities and clinical expertise.

The Welsh Government has established an independent NHS Wales Elective Care Task and Finish Group, chaired by an experienced external clinical leader, to provide expert advice on the future configuration of surgical and diagnostic hubs across Wales. The group's membership includes clinical leaders from a range of specialties, including ophthalmology, and it has been specifically tasked with making evidence-based recommendations on the location, configuration and delivery of future elective care and diagnostic hub services. It includes in its membership the National Clinical lead for Ophthalmology.

The Group is independent of Government decision-making and is considering demand, capacity, workforce, access, infrastructure and clinical sustainability across Wales. This includes consideration of ophthalmology services and the role of regional diagnostic and treatment centres.

The Group will report its recommendations to Welsh Ministers by December 2026, including advice on the preferred locations and configurations of future elective care hubs and the integration of diagnostic services. It would therefore be inappropriate for me to pre-empt the outcome of that work or any recommendations the Group may make regarding specific locations, including Swansea.

In developing its recommendations, the Group will draw on clinical expertise from across Wales, including ophthalmology clinicians and operational leaders, as part of its evidence-gathering and engagement activities. Welsh Government will consider the Group's recommendations once its final report has been submitted.

Answered by Deputy Minister for Transport

Regional transport priorities for the South West of Wales are now led by the Corporate Joint Committee’s published Regional Transport Plan.  Delivery of that is supported by the Welsh Governments Regional Transport Fund which is in the current financial year alone providing around £25m to fund work.

The Welsh Government is funding development work to make the case for up to 7 new stations to serve the Swansea Bay Metro area.  There is also a long term aspiration for a tram style train service between Neath and Swansea City centre, via Swansea docks. Tram being more appropriate for that route due to lower population density.

A 10 mile tram style expansion of the Swansea Bay Metro from Swansea to Neath and Tonna could use light rail on existing lines and on-street running would link Swansea High Street station, the city centre and waterfront, and Swansea university campus with Neath, Tonna and Aberdulais. The estimated cost of this would be over £1bn. The Metro ‘heavy rail’ stations have stronger business cases and we are therefore prioritising these.

Answered by Cabinet Minister for Health and Care

Local health boards are responsible for planning and delivering services to meet the needs of their populations. NHS Performance & Improvement , national clinical programmes and service networks support health boards to reduce unwarranted variation, improve quality, and provide more consistent access to care across Wales, including in audiology services. This aligns with our wider planned care improvement work, which focuses on improving outcomes, tackling variation and ensuring people receive timely, high-quality care regardless of where they live.

Our agenda for Government is also predicated on measures to enhance strategic alignment of services across the health and care system – including, as outlined in the First 100 Days plan, reforming Regional Partnership Boards (RPBs) to improve systematic collaboration between health boards

What consideration has the Cabinet Minister given to adopting the same referral-to-treatment target as England, namely 18 weeks commencing from referral rather than 26 weeks, to facilitate the comparison of hospital waiting times and help plan wholesale system change to support better patient outcomes?

    Welsh text as published

Pa ystyriaeth y mae'r Gweinidog Cabinet wedi'i roi i fabwysiadu'r un targed atgyfeirio at driniaeth â Lloegr, sef 18 wythnos yn dechrau o'r cam atgyfeirio yn hytrach na 26 wythnos, fel y gellir cymharu amseroedd aros ysbytai yn well ac i helpu o ran cynllunio newid pellgyrhaeddol i'r system i gefnogi canlyniadau gwell i gleifion?

Answered by Cabinet Minister for Health and Care

The Welsh Government keeps all performance measures and targets under review, including referral-to-treatment (RTT) measures and their comparability with those used elsewhere in the UK.

Work undertaken by Welsh Government statisticians, alongside wider UK statistical partners, has highlighted that direct comparisons of elective care waiting times between the UK nations are complex because the systems collect and report different types of patient pathways. The Office for National Statistics and the Welsh Government Chief Statistician have both noted that the headline waiting list measures used by Wales and England are not directly comparable, although an adjusted Welsh measure can be produced that is broadly comparable with England by excluding non-consultant-led diagnostic and therapy pathways.

In Wales, RTT reporting has historically included some non-consultant-led diagnostic and therapy pathways that are not included within England's RTT measure. Officials have therefore reviewed the basis of RTT reporting in Wales with options being reviewed of changes in how this accurately reflects consultant-led referral-to-treatment pathways and improves comparability with other UK nations. This work has identified pathways currently reported within RTT that are also reported separately within diagnostic and therapy waiting times statistics. Any proposed changes would align reporting more closely with the original RTT definition and improve UK comparability, while continuing to monitor those patients through the relevant diagnostic and therapy measures. Officials are in the process of preparing this advice to Ministers once further work has been completed.

Alongside this, Government has made clear that improving waiting times remains a key priority. As part of the Government's first 100-day commitment, we are reviewing NHS Wales performance, with a particular focus on waiting times and access to planned care services. That review will consider a range of evidence, including statistical assessments, operational performance data and options for future measurement and reporting arrangements.

No decision has been taken to replace Wales' current RTT target with England's 18-week standard. Any future changes to targets or performance frameworks would need careful consideration of clinical priorities, operational impacts, statistical comparability and the needs of patients in Wales. The findings of the ongoing review of NHS Wales performance and waiting times will help inform any future decisions in this area.

However, decisions about the structure and future of the professional game are matters for the Welsh Rugby Union, working with the professional clubs and other relevant stakeholders. Answered by Cabinet Minister for Local Government, Housing and Planning

The Welsh Government encourages the incorporation of swift bricks into new building development, where they can make a meaningful contribution to nature recovery.  A recent letter to all Heads of Planning highlighted the publication of a revised Section 7 list of species and habitats under the Environment (Wales) Act 2016 (the Section 7 list is a statutory register of species and habitats of principal importance for the purpose of maintaining and enhancing biodiversity in Wales).  In this letter Heads of Planning were advised that, when considering opportunities for a net benefit for biodiversity in respect of the new bird species on the list it will be important to also secure suitable provision for nesting, which could include installation of measures such as swift bricks as part of the fabric of new buildings.

The Welsh Government is keen to work positively with local authority partners and stakeholders to ensure that the right measures to maintain and enhance biodiversity (to deliver a net benefit for biodiversity) are put in the right places to reflect the ecological context of the site.

Responsibility for naming streets and housing developments rests with local authorities, usually the local highway authority, within the relevant legislative framework.

While Welsh Ministers do not have a direct role in these decisions, we work with local authorities and partners to promote good practice, including encouraging engagement with the Welsh Language Commissioner’s Place Names Standardisation Panel when new developments are being named. Statutory guidance encourages local authorities to employ historic place names as the basis for the naming of new streets or other developments whenever possible. When considering an application from a developer for new place naming, the local authority should consult the list of historic place names.  The curator of the List of Historic Place Names can provide assistance to local authorities and developers.

I recognise the exceptional archaeological and cultural importance of the South Gower Coast. It forms part of one of the most archaeologically rich landscapes in Wales, with several dozen scheduled monuments and over 100 listed buildings across the Gower peninsula, reflecting a long and significant history of human activity.

World Heritage Site status is reserved for places of Outstanding Universal Value and involves meeting rigorous UNESCO criteria. Nominations are taken forward through a UK-wide process and must demonstrate not only clear international significance but also strong and sustainable long-term management arrangements. Following an open competitive process in 2022, the UK currently has a full Tentative List of sites for future nomination.

The Welsh Government remains committed to promoting and protecting Wales’ historic environment. We will continue to work with partners to ensure the area’s heritage is conserved, better understood and used sustainably to support local communities and tourism.

Will the Cabinet Minister set out the Government's policy on encouraging the recruitment of Welsh medical students to posts in the medical profession in Wales and their retention in Welsh training programmes?

    Welsh text as published

A wnaiff y Geinidog Cabinet amlinellu ar bolisi'r Llywodraeth o ran annog recriwtio myfyrwyr meddygol o Gymru i swyddi yn y proffesiwn meddygol yng Nghymru a'u cadw mewn rhaglenni hyfforddi yng Nghymru?

Answered by Cabinet Minister for Health and Care

The Welsh Government is committed to attracting and retaining medical students and doctors within Wales, recognising that a sustainable and well-trained workforce is essential to the delivery of high-quality NHS services.

We invest significantly in medical education and training through our national commissioning arrangements, working closely with Health Education and Improvement Wales (HEIW), universities and NHS organisations to ensure the right number of training places are available to meet current and future workforce needs.

We are taking a range of actions to encourage Welsh medical students to train and remain in Wales. This includes targeted initiatives such as the Train, Work, Live campaign, which promotes careers in NHS Wales and offers incentives to attract GP trainees to areas that have historically experienced recruitment challenges.

At a UK level, we support a consistent four‑nation approach to postgraduate medical training. Recent legislative changes to prioritise UK‑trained doctors for Foundation and specialty training places are intended to strengthen opportunities for those trained in Wales to progress their careers within the UK system, supporting retention and continuity for NHS Wales.

Retention is also supported through wider workforce policies, including improved access to training and career development, retention initiatives, and continued investment in education and training. These measures are designed to improve workforce stability and create a more supportive and sustainable working environment for doctors across Wales.

We recognise that retention is closely linked to opportunities for postgraduate training. We will continue to work with partners across Wales and the UK to ensure that training pathways remain attractive and accessible, while aligning our approach with UK‑wide recruitment systems.

Will the Cabinet Minister consider restricting the use of vapes to those actively trying to give up smoking by making them prescription-only?

    Welsh text as published

A wnaiff y Gweinidog Cabinet ystyried cyfyngu ar ddefnyddio fêps i'r rhai sydd wrthi’n ceisio rhoi'r gorau i ysmygu drwy eu rhoi ar bresgripsiwn yn unig?

Answered by Deputy Minister for Public and Preventative Health

I recognise some smokers use vape products to help them to quit smoking. However, as many vapes contain nicotine, which is very addictive, and because the long-term impact of vapes use are still emerging, these products are not-risk free. I am also very concerned by increases in the number of young people using vapes in Wales and the impact these products are having on their health and wellbeing. I am therefore currently considering my approach to implementing the measures in the Tobacco and Vapes Act 2026, including the most appropriate ways to prevent vape products from being made appealing to young people, but also their role in our smoking cessation system, Help Me Quit (HMQ).

As accessing NHS support increases smokers’ chances of success by up to 300% compared to going it alone, our HMQ service offers a range of services for smokers. This includes tailored support during pregnancy, for those who are hospital inpatients as well as in the community and includes free Nicotine Replacement Therapy. In relation to vapes, although the number of people using vapes in Wales has increased in recent years, many now want help to quit. To support these individuals, HMQ has recently been expanded to include vaping cessation support which is available to young people over 12 years old and includes online tools as well as the ability to speak to an adviser for support.

Rwy'n cydnabod bod rhai ysmygwyr yn defnyddio cynhyrchion fepio i'w helpu i roi'r gorau i ysmygu. Fodd bynnag, gan fod llawer o fêps yn cynnwys nicotin, sy'n sylwedd caethiwus iawn, ac oherwydd bod effaith hirdymor defnyddio fêps yn dal i ddod i'r amlwg, nid yw'r cynhyrchion hyn yn gwbl ddi-risg. Rwyf hefyd yn bryderus iawn am y cynnydd yn nifer y bobl ifanc sy'n defnyddio fêps yng Nghymru, ac am effaith y cynhyrchion hyn ar eu hiechyd a'u llesiant. Gan fod cael mynediad at gymorth y GIG yn cynyddu siawns ysmygwyr o lwyddo o hyd at 300% o gymharu â cheisio rhoi'r gorau i ysmygu ar eu liwt eu hunain, mae ein gwasanaeth Helpa Fi i Stopio yn cynnig ystod o wasanaethau i ysmygwyr. Mae hyn yn cynnwys cymorth wedi'i deilwra yn ystod beichiogrwydd, gan gynnwys cymorth wedi'i deilwra i'r rhai sy'n gleifion mewnol mewn ysbyty yn ogystal ag yn y gymuned. Mae hefyd yn cynnwys Therapi Disodli Nicotin yn rhad ac am ddim. Will the Cabinet Minister consider an Australia-style social media ban for children under 16 years old in light of the significant mental health challenges facing Welsh youth?

Answered by Cabinet Minister for Enterprise, Connectivity and Energy

The UK Government recently concluded its consultation on children’s use of social media, which considered a range of potential measures aimed at protecting young people's wellbeing and ensure safer online experiences.

We are committed to improving the mental health and well-being of young people and will be working across the Welsh Government to do that. However, any potential ban or restriction of social media use by children under 16 years old would be a reserved matter and is therefore a decision for the UK Government. The consultation has provided an opportunity for the UK Government to gather evidence and we await the outcome.

Whatever change looks like, it must be evidence-led and it should lead to genuine improvements for the mental health and wellbeing of our children and young people.

Answered by Cabinet Minister for Health and Care

NHS Blood and Transplant (NHSBT), a UK-wide Special Health Authority, is responsible for organ donation and managing the organ transplant waiting list across the United Kingdom. This includes operating the National Transplant Register and the Organ Donor Register, and these arrangements reflect the clinical requirement to match donors and recipients according to need and organ availability. In contrast, the NHS in Wales is responsible for managing routine referral to treatment (RTT) waiting lists, official statistics for which are published by the Welsh Government.

Transplant procedures themselves are commissioned separately from routine care. In Wales, the NHS Wales Joint Commissioning Committee commissions transplant services from specialist centres, reflecting the highly specialised and cross-border nature of these services.

As a result, waiting times for procedures such as corneal transplantation are not directly comparable with RTT waiting lists. People are listed based on clinical need and the availability of suitable donor tissue, rather than time waited.

The Welsh Government works closely with the other UK governments to oversee NHSBT’s service delivery and to support improvements in outcomes for people awaiting transplantation. While demand for transplants continues to grow, there is a programme of UK-wide work underway to improve both organ availability and utilisation.

Through this collaborative approach, we are seeking to increase donation rates, improve the efficiency of transplantation pathways, and ensure people across Wales and the rest of the UK receive equitable and timely access to transplant procedures.

Will the First Minister consider creating a new Deputy Minister role specifically for eyecare, in view of the unique challenges of eyecare in Wales, including the primary care element present in the Welsh general ophthalmic services system?

    Answered by First Minister

We have no plans to create a specific Ministerial post for eyecare.  Responsibility for ophthalmic services sits firmly within the health portfolio, reflecting the importance of integrating care across the NHS.

As set out by the Cabinet Minister for Health and Care in his priorities statement to the Senedd on 2 June, this government’s plan to expand surgical and diagnostic hubs will create centres of excellence for long-neglected specialisms such as ophthalmology, to reduce patients’ waiting times.

We recognise the pressures facing NHS services, including eye care, and are taking action to improve access and patient outcomes.

Government has committed to taking forward a broad review of higher education funding within the first 100 days of government, with the aim of ensuring that the system is financially sustainable and that more of the overall value of public investment benefits Wales. We intend on commissioning a cross-party and comprehensive review of how universities in Wales are funded to ensure the long-term financial sustainability of the sector, that more Welsh Government investment in Higher Education stays in Wales, and that more Welsh students are supported to study in Wales.

Universities in Wales are autonomous and Medr has a statutory duty to monitor their financial sustainability. Answered by Cabinet Minister for Health and Care

The Welsh Government is working closely with the Welsh Ambulance Services NHS Trust (WAST), Health Education and Improvement Wales (HEIW), universities and wider stakeholders to support newly qualified paramedics and improve the alignment between training and employment opportunities. The challenges facing Newly Qualified Paramedics (NQPs) is not limited to Wales there is a restriction in available posts nationally. While responsibility for recruitment rests with WAST, we maintain regular engagement to understand its workforce requirements and recruitment capacity.

The current position reflects a temporary mismatch between the number of graduates and the availability of funded vacancies, driven by financial constraints and service redesign within ambulance services. There are 82 graduates and no available NQP roles within WAST. However, of these, 62 NQPs have been successful in obtaining Emergency Medical Technician roles. With 42 of the NQP’s allocated training courses in September and October and a further 20 are on a reserve list to either replace anyone who withdraws or will be allocated to a course early 2027. As such most of the students have roles in WAST although not in paramedic roles. We are working with key stakeholders across the NHS, education sector and professional bodies to identify other potential solutions. We will convene a stakeholder summit in June to consider immediate actions to support graduates who have not yet secured a post and to identify longer-term measures to reduce the risk of this situation recurring.

What assessment has the First Minister made of the impact of the reduction in midwifery commissioned training places from 224 to 144 undertaken by the previous Welsh government?

    Welsh text as published

    Pa asesiad y mae'r Prif Weinidog wedi'i wneud o effaith y gostyngiad yn y llefydd hyfforddiant bydwreigiaeth a gomisiynnir, o 224 i 144, a wnaed gan y llywodraeth flaenorol?

Answered by Cabinet Minister for Health and Care

The Welsh Government has considered the impact of changes to commissioned midwifery training places as part of its wider approach to workforce planning and education commissioning.

Commissioning levels are informed by Health Education and Improvement Wales (HEIW), drawing on workforce demand, service capacity, student recruitment and affordability, and balancing immediate financial pressures with the need for a sustainable long‑term workforce pipeline.

These decisions also reflect the operational context within NHS Wales. Recent evidence indicates a mismatch in some areas between the number of graduates and the availability of funded posts, influenced by financial recovery measures, improved staff retention and reduced vacancy turnover.

The Welsh Government recognises concerns about the scale and timing of these reductions, including potential impacts on future workforce supply and service pressures. These are informing ongoing engagement with HEIW, NHS organisations and professional bodies.

The commissioning position for 2026-27 supports a one‑year period of stabilisation. During this time, the Welsh Government and HEIW will undertake detailed scenario modelling and develop a strengthened, long‑term workforce planning and commissioning model for future years.

Mae Llywodraeth Cymru wedi ystyried effaith newidiadau ar leoedd hyfforddi bydwreigiaeth a gomisiynir, a hynny yn rhan o’i dull gweithredu ehangach ar gyfer cynllunio’r gweithlu a chomisiynu’r ddarpariaeth addysg.

Mae’r penderfyniadau hyn hefyd yn adlewyrchu’r cyd-destun gweithredol o fewn GIG Cymru. Mae tystiolaeth ddiweddar yn dangos anghysondeb mewn rhai meysydd rhwng nifer y graddedigion a nifer y swyddi a ariennir sydd ar gael, wedi’u dylanwadu gan fesurau adfer ariannol, gwell prosesau o ran cadw staff a llai o drosiant swyddi gwag.

Postal services and post offices are matters reserved to the UK Government. The UK Government set out their objectives for the Future of the Post Office in February 2026. These objectives include keeping the network at its current size and also keeping services in town centres where this is possible.

I am aware that a number of TG Jones branches across Wales are closing which will have an impact on Post Office services in affected communities. Post Office Limited has confirmed that it is working to find new host businesses nearby to ensure the continuation of Post Office services.

I am of course concerned when changes affect people and communities in Wales. As set out in our manifesto we are committed to supporting small businesses and regenerating our high streets.
