To be answered by: Cabinet Minister for Health and Care
WQ100939 · Tabled · Answered
Will the Cabinet Minister confirm whether schools, local authorities and NHS bodies will be charged by Cosine from 2027 for tools trained on Welsh-language resources funded by the Welsh Government?
Answered by Cabinet Minister for Education and the Welsh Language
The purpose of the partnership with Cosine is to help improve how AI works in Welsh and support the future of the language in the digital age. As the Welsh Government is only signposting publicly available resources, it does not determine how Cosine, or any other organisation, may reuse those resources, nor does it hold information on the licensing, release or commercial arrangements for any resulting model.
We therefore cannot confirm whether Cosine will charge schools, local authorities or NHS bodies for any resulting tools, as our role is limited to signposting publicly available resources and we do not hold information on any resulting commercial arrangements.
WQ100941 · Tabled · Answered
Has the Welsh Government given Cosine permission, formal or informal, to use the Welsh Government's name, or to refer to their collaboration, in marketing the Lumen Sovereign product, and if so, on what terms?
Answered by Cabinet Minister for Education and the Welsh Language
The collaboration involved signposting to publicly available Welsh-language resources which remain available for anyone to use and reuse. The collaboration forms part of our wider work to support and improve Welsh-language provision in technology through offering this type of collaboration to any relevant organisations that wish to improve how their products support the Welsh language.
An assessment under the Welsh language Standards was not undertaken because the collaboration was formed as part of our cross-Government approach to promoting the Welsh language, as outlined in Cymraeg 2050: A million Welsh speakers.
In addition to the above, our communications activity has so far been limited to a press release announcing the collaboration, including a quote from me as Cabinet Minister for Education and the Welsh language and a quote from the Cabinet Minister for Enterprise, Connectivity and Energy, which both the Welsh Government and Cosine have published.

The First Minister’s legislative statement on 14 July set out our ambition for a private rented sector which is defined by stronger rights and higher standards. WQ99330 · Tabled · Answered
Will the Cabinet Minister provide an update on the publication of the NHS Wales primary care pathway for Ehlers-Danlos syndromes and hypermobility spectrum disorders, and explain why it has not yet been published?
Answered by Cabinet Minister for Health and Care
I have previously answered this question in WQ98581, WQ98669, WQ98800 and WQ98978.
As set out in those responses, the EDS and HSD Community Health Pathway has been developed but has not yet secured the full clinical agreement required through national governance arrangements. Work is ongoing to resolve outstanding issues, and I am unable to confirm a publication date at this stage.

What assessment has the Welsh Government made of the implications of the recent UK Supreme Court judgment overturning elements of the Cheshire West deprivation of liberty ruling for people with learning disabilities, autistic people and people experiencing mental health problems in Wales?
Answered by Deputy Minister for Social Care, Mental Health and Women’s Health
The law on mental capacity is not devolved in Wales, and the changes to the definition of a deprivation of liberty apply with immediate effect and across the UK.
We are considering the impact that the judgment by the Supreme Court will have on the application of the Mental Capacity Act 2005 and deprivation of liberty in Wales. We will continue to work with the UK Government to fully understand the potentially significant implications of the judgment and to ensure consistency in the message to local health boards and local authorities in Wales.
These changes are likely to reduce significantly the number of cases that will legally amount to a deprivation of liberty. We recognise that a cautious approach will be needed whilst the law is clarified in this area.
