Who is responsible for decisions regarding whether blasting can recommence at Gwaelod-y-Garth quarry?
Answered by Cabinet Minister for Rural Resilience and Sustainability
The recommencement of blasting operations is contingent on whether, following their investigations/assessments, regulatory bodies are content the site remains in compliance with planning permissions, health and safety requirements and any applicable environmental considerations. Based on the findings of their investigations/assessments to date, regulators have not identified any substantive breaches which have required them to instruct the operator to stop blasting activities. This includes the Health and Safety Executive, which has advised that it currently has no evidence giving rise to any health and safety objections to the resumption of blasting at the quarry.
However, the Health and Safety Executive's investigation into the circumstances surrounding the flooding incident is ongoing. This involves complex technical assessments of the blasting activities associated with the incident and is expected to take several months to complete. Regulatory authorities will continue to consider the findings of that investigation and will review their positions as and when should any new evidence emerge.
My officials have recently spoken with Breedon Group, who have not yet set a date for blasting to recommence. They have advised that any future blasting will take place in a different area of the quarry and separate from the historical mine workings linked to the flooding incident.

What assessment has the Welsh Government made of the reasons for the higher rate of induction of labour at Cardiff and Vale University Health Board, reported at between 33 per cent and 37 per cent each month from October 2025 to July 2026, compared with 30 per cent across Wales?
Answered by Deputy Minister for Social Care, Mental Health and Women’s Health
Cardiff and Vale University Health Board provides tertiary and specialist maternity services to women/birthing people within their health board and to those referred from other health boards with complex medical needs, such as multiple births and requirement of fetal medicine. In cases where the wellbeing of the mother or baby is subject to careful monitoring due to pre-existing conditions, a planned early birth may be a consideration to ensure the optimum outcome for both.
The Welsh Government expects all health boards to comply with relevant NICE guidance in relation to inducing labour. This includes ensuring an individual management plan is developed with the mother, enabling provision of clear information, options for care and shared decision making.
Induction of labour rates are a key metric which is reported and monitored nationally with oversight provided by NHS Performance and Improvement and included within the governance assurance framework to the Welsh Government.

What assessment has the Cabinet Minister made of whether Cog Moors Wastewater Treatment Works has sufficient capacity to accommodate the additional sewage demand arising from an increase in housing developments within its catchment area, including developments in Dinas Powys?
Answered by Cabinet Minister for Local Government, Housing and Planning
Managing sewage demand from new housing development is co-ordinated through the development plan preparation process. Planning Policy Wales identifies that planning authorities should, as far as possible, develop a strategic and long-term approach to infrastructure provision when preparing development plans. This means maximising the use of existing infrastructure and considering how the provision of different types of infrastructure can be co-ordinated. Planning authorities and infrastructure providers must work together closely to achieve the most sustainable outcome.
Development may need to be phased, in consultation with the relevant utilities providers, to allow time to ensure that the provision of utilities can be managed in a way consistent with sustainable development policies.
The Vale of Glamorgan Council benefits from an adopted Local Development Plan (LDP). However, this plan is currently in the process of being revised where new additional sites are being considered through the statutory process. A part of these considerations will be whether there is sufficient water/sewage capacity to accommodate future growth, alongside other matters. This will form part of the evidence base to justify, or not, allocations coming forward in the revised LDP. This is a matter for the Council as planning authority to demonstrate.
If any interested party has concerns about the capacity of infrastructure to support development, along with any other issues, they should make their views known to the planning authority through the statutory consultation stages. If such a ‘duly made representation’ is made, there is a right to appear at the subsequent examination by a Planning Inspector to make their views known. It is not appropriate for Welsh Ministers to comment further on the polices, allocations or merits of an emerging LDP due to their powers in the process.

Will the Cabinet Minister set out a timetable of when they expect to evaluate the Onnen Baby Loss Psychology Service pilot scheme in Cardiff and Vale University Health Board?
Answered by Deputy Minister for Social Care, Mental Health and Women’s Health
The Welsh Government remains committed to ensuring that women and families affected by pregnancy loss and baby loss have access to appropriate support. An independent evaluation of the Onnen Baby Loss specialist psychological support pilot has now entered the procurement phase. Subject to the successful completion of that process, the timetable for evaluation will commence following appointment of the evaluator. Its findings will be used to assess the effectiveness of the pilot and to inform decisions on the potential for wider implementation of the service across Wales. This will ensure that any future approach is informed by robust evidence and supports our wider commitment to improving bereavement care for families across Wales.

Will the Cabinet Minister explain where responsibility for maternity services and perinatal services sits within the ministerial structure, including responsibility for wellbeing and health support for fathers and partners?
Answered by Cabinet Minister for Health and Care
Responsibility for maternity services and perinatal services sits with the Deputy Minister for Social Care, Mental Health and Women’s Health. There is no designated responsibility for the wellbeing and health support for fathers and partners, this would depend on the support required, as this could be provided by primary care, mental health or public and preventative health services.
