Last week's recess gave me the opportunity to speak to many businesses across Brycheiniog Tawe Nedd, many welcoming the decision by this Plaid Cymru Government to cut business rates by 30 per cent for eligible high-street hospitality and leisure businesses. But the UK Government ignored Plaid Cymru's calls during the autumn budget to cut VAT for our high-street businesses, many of which are still struggling. Would the First Minister agree with me that this is a missed opportunity that could have made a real difference to our hospitality, hair and beauty businesses across Wales? Diolch.

Like so many residents across Powys, I'm very concerned regarding the current health board proposals. But unlike other Members, I am more focused on ensuring residents respond to the consultation process than scoring political points. The day-to-day running of healthcare services is the legal responsibility of health boards. Does the Counsel General therefore agree with me that Ministers intervening in this work is legally unviable, inappropriate at a time when the consultation process is ongoing, and risks undermining the authority of the clinicians and healthcare experts who are entrusted to design these services?

Diolch yn fawr. Fel cyn-gynghorydd sir o 14 o flynyddoedd, croesawaf ymrwymiad y Llywodraeth hon i adnewyddu'r berthynas rhwng Llywodraeth Cymru ac awdurdodau lleol drwy sicrhau eu bod nhw'n bartneriaid llawn yn nyluniad a darpariaeth gwasanaethau cyhoeddus. Mae awdurdodau lleol yn gwneud gwaith rhagorol ar draws ein cymunedau, a byddwn yn dibynnu arnynt i gyflawni llawer o flaenoriaethau'r Llywodraeth hon. Mae'n hanfodol felly fod y fformiwla ariannu yn adlewyrchu cost go iawn darparu gwasanaethau mewn gwahanol rannau o Gymru. A allai'r Gweinidog felly ddarparu gwybodaeth am ba drafodaethau mae hi wedi'u cael gyda'r Gweinidog Llywodraeth Leol, Tai a Chynllunio a Chymdeithas Llywodraeth Leol Cymru ynglŷn â'r mater yma? Thank you very much. As a former county councillor of 14 years, I welcome this Government's commitment to renewing the relationship between the Welsh Government and local authorities by ensuring that they are full partners in the design and the delivery of public services. Local authorities do excellent work across our communities, and we will rely on them to deliver many of this Government's priorities. It is therefore essential that the funding formula reflects the true cost of service delivery in different parts of Wales. Could the Minister therefore provide information on the discussions she has had with the Minister for Local Government, Housing and Planning and with the Welsh Local Government Association regarding this matter? Thank you.

Diolch yn fawr. Shwmae. Mae yfory yn Ddiwrnod Shwmae Su'mae, sef diwrnod i ddechrau pob sgwrs yn y Gymraeg, dim ots beth yw'ch lefel. Mae'n hyfryd gweld nifer ohonoch chi ar draws y Siambr yn gwisgo bathodynnau heddiw. Dathlwyd y diwrnod shwmae gyntaf yn ôl yn 2013, a Mentrau Iaith Cymru sy'n cydlynu'r ymgyrch bellach. Hoffwn ddiolch i'r mentrau iaith am eu gwaith parhaol o hyrwyddo'r iaith Gymraeg ar draws Cymru. Nod y diwrnod yw dangos bod y Gymraeg yn perthyn i bawb ac annog pawb i ddechrau sgyrsiau yn Gymraeg, a fyddai'n arwain at ddefnydd mwy o'r Gymraeg drwy gydol y flwyddyn. Dathlu pobl amrywiol sy'n defnyddio'r Gymraeg yw prif thema'r diwrnod eleni, a bydd digwyddiadau ar draws ein cymunedau ar gael i gymdeithasu drwy'r Gymraeg. Felly, yfory, p'un ai yn y Senedd, yn y siop, yn yr ysgol neu efallai hyd yn oed yn siarad gyda'r Brenin, ewch ati i ddechrau pob sgwrs gan ddweud 'shwmae', ac annog eraill i wneud yr un peth.

Thank you very much. Shwmae. Tomorrow is Diwrnod Shwmae Su'mae, a day to start every conversation in Welsh, regardless of your proficiency level. It's wonderful to see so many of you in the Chamber wearing the badges and stickers. The first Diwrnod Shwmae Su'mae was celebrated back in 2013, and Mentrau Iaith Cymru now co-ordinates the campaign. I would like to thank the mentrau iaith for their ongoing work in promoting the Welsh language across Wales. The aim of the event is to show that Welsh belongs to everyone and to encourage people to start conversations in Welsh, which will lead to greater use of the language throughout the year. Celebrating the diverse range of people who use Welsh is the main theme of this year's event, and there will be events arranged across our communities with opportunities for socialising in Welsh. So, tomorrow, whether you're in the Senedd, in the shop, at school, or even speaking to the King, do make a point of starting every conversation with 'shwmae' and encourage others to do the same.

Diolch, Llywydd, and I'd like to thank everyone for sharing their personal stories today. How we care for people in the final chapters of their lives is the ultimate measure of our compassion, our values and our society. Palliative and end-of-life care is not a secondary branch of medicine; it is a fundamental pillar in a truly integrated health and social care system. In Neath Port Talbot, Marie Curie estimates that 1,550 people would have benefited from palliative and end-of-life care in 2023. In 10 years, they estimate that demand for palliative care in Neath Port Talbot will increase to 1,705 people per year, and what we must remember is that behind every figure, there is a person, there is a family. Early identification of needs through health boards is vital to inform the planning and delivery of services. I was pleased to see in the Plaid Cymru manifesto commitments to ensure that every regional partnership board includes a palliative and end-of-life care need, because dignity in death should never depend on your postcode. And we turn to the staff of our hospices across Wales. The support these individuals provide to families could never be measured—the care, experience and compassion enabling people to stay in their homes and communities wherever possible. But an ageing population with increasingly complex conditions means that pressures on our front-line staff will only intensify. If we do not build a resilient community care network, our emergency services will bear the brunt. People who wish to spend their final days in the comfort of their own homes surrounded by their loved ones will continue to be trapped in hospital beds because the community support simply isn't there. I'm glad to see the consensus across the Chamber today to work together to ensure that every individual in Wales can face the end of their life with dignity, comfort and peace.

Year after year, the previous Government failed to prepare sufficiently for the winter months. In May, the people of Wales put their faith in this Plaid Cymru Government to prioritise our NHS. And I welcome the statement today, which is breaking the cycle of waiting for winter to arrive before reaching it. Many of the priorities set out in the statement can only succeed through local implementation. Could the Cabinet Minister please provide more detail on how the Government will support those providing healthcare in our communities? They are often under-resourced and under immense pressure, but if we can get this right, it would reduce the pressure on A&E, keeping people in their communities and out of hospital, where there is a chance they would pick up further illness and infection. Diolch.

I know that many Members were at the NFU reception last week, and hearing the union and farmers thank the Minister for a number of decisions this Welsh Government has taken so far to support them speaks volumes. For the first time, farmers feel heard. Plaid Cymru's manifesto commits to rural-proofing our communities, including those in my constituency of Brycheiniog Tawe Nedd. Could we have some information on the progress of the rural development strategy for Wales and how this will tackle poverty and create new economic and social opportunities for my constituents?

Yesterday marked World Heart Day, a day that brings together a global community to raise awareness of cardiovascular disease, one of the most significant health challenges we face. CVD is responsible for more than one in four deaths in Wales, and Public Health Wales projects a 46 per cent increase in heart failure by 2035. These figures are stark, and they remind us why continued action, investment and awareness are so essential. I want to extend my thanks to the British Heart Foundation for bringing the red bench to the Senedd steps yesterday. It served not only as a symbol of remembrance, but also as a powerful prompt for conversation about prevention, early diagnosis and support. I'm grateful to all Members who took the time to visit the bench and showed their commitment to improving heart health across our communities. I also want to place on record my appreciation for the many individuals, clinicians, researchers, volunteers and organisations across Wales who work tirelessly to prevent cardiovascular disease, improve care pathways and strengthen the data we rely on to deliver better outcomes. Their dedication ensures that no matter where people live in Wales they can access the support and treatment they need. Together, we can continue to raise awareness, promote healthier lifestyles, and push for the improvements that will save lives for generations to come.

Prynhawn da, Weinidog. Can I thank the Cabinet Minister for Rural Resilience and Sustainability for the statement he issued during recess on the issue I raised previously regarding pollution in the River Tawe? Constituents continue to contact me, raising concerns regarding the need to tackle pollution in our rivers, seas and lakes. I would therefore be grateful if the Minister would provide us with an update on the creation of the new Welsh water regulator, in giving Wales greater control over how our water and natural resources are managed and regulated. It really is unbelievable seeing the party opposite continue to deny the cause of this issue affecting our rural communities. I believe a big part of being a politician is actually listening to what's being said, and I really wish Members had done that today. Having recently met with a farmer in the Llangynidr area of my constituency seriously impacted by the recent wildfires, he spoke about the fact that Welsh Water infrastructure was unmaintained and hindered efforts to tackle the fires. Can we have assurances that the Welsh Government will put pressure on agencies like Welsh Water to ensure the inspection, clearance and ongoing maintenance of their infrastructure, especially across rural parts of the country that have been impacted so much by the wildfires? Diolch.

Diolch, Lywydd. Gaynor Hopkins was born on 8 June 1951 in Skewen, Neath, one of six children to her father, Glyndwr Hopkins, a coal miner, and her mother, Elsie Hopkins. From humble beginnings, she became known all over the world for her distinctive raspy voice, immense emotional range and timeless anthems. Yes, Bonnie Tyler was a legend. With her well-known hits such as 'Total Eclipse of the Heart' and 'Holding Out for a Hero', Bonnie Tyler went on to sell millions of records all over the world. Not just a singer, Bonnie was an ambassador for many charities and used her global profile to champion them, supporting events and making appearances at charitable functions. Once saying, 'I'm just a girl from a small town in Wales who just loves to sing', she never forgot her Skewen roots. Sadly, on 9 July 2026, at the age of 75, we heard of the singer's passing. Our thoughts are with her family, friends and all those affected by her death.

Thank you, First Minister. The additional funding is a great opportunity to make a difference and to start to implement the priorities of the people of Wales. The funding is focused on activities that can be implemented in this financial year, including direct funding for schools to stabilise and support the current provision and to enable a sustainable long-term approach. I fear that stopping this additional funding will put that at risk, will keep the sectors in a very difficult position and will go against the priorities that the people of Wales voted for this year. Despite this, it's clear that ALN support is needed in Wales. So, how will this Government work in a meaningful and effective way to support the sector?

I'm sure that everyone in this Chamber wants to see brand Wales succeeding. For this to happen, we need to help Welsh businesses to grow, to innovate, and to trade internationally. We need to attract inward investment and to increase the number of sustainable, high-quality jobs that pay well. We know that the previous business landscape was piecemeal and was often confused, meaning that businesses did not receive the support that they needed when they needed it. So, we welcome this step of creating a national development agency for Wales as a one-stop hub to support businesses of all kinds across the nation. Could the Cabinet Minister expand on how the agency will support businesses across the nation to grow, and outline the steps to ensure that a holistic approach is adopted to avoid that piecemeal system? I'm grateful to my colleagues for already mentioning the important issue of endometriosis. We know that delays in diagnosis and treatment can span years, whilst women are left in pain, struggling to work and facing long-term health consequences. Women are being failed by the gender pain gap, where they are more likely to experience chronic pain but are statistically more likely to have their symptoms dismissed. The Deputy Minister will be aware that I have recently written to her raising concerns regarding the future of Wales's only specialist endometriosis centre. The women's health plan recognises the need for improved pathways, specialist expertise and timely access to surgery. I will have to declare an interest as a chair of governors and also because a close member of my family works as a member of support staff at a school. The Unison Wales report, 'Time to value School Support Staff', sheds light on the situation that school support staff face across Wales. From being overworked and underpaid with term-time only pay, to limited opportunities to train and grow in the role, it's clear that support staff face a range of problems. We know of the challenging situation facing the education sector more broadly in Wales, from low Programme for International Student Assessment scores to absence issues. I'm confident that Plaid Cymru can tackle these challenges. However, there is a need for a holistic approach. We can't help support staff by only tackling issues of pay, crucial as they are. We must also increase teacher recruitment and retention rates, expand free school meals to support pupils throughout their school careers, and reduce the workload for all educational staff. These are major issues, and major issues take time to resolve. The Government must ensure that it takes the right steps to tackle these matters facing our support staff. Rushing to a decision won't lead to meaningful, long-term support that will help with the real problems facing staff in the sector. Thank you.
