What consideration has the Welsh Government given to supporting the reintroduction of direct flights between Cardiff and Doha?
To be answered by: Cabinet Minister for Enterprise, Connectivity and Energy
WQ100766 · Tabled · Answered
What assessment has the Welsh Government made of whether the current legislative framework, governance arrangements and data-sharing arrangements are sufficient to support the delivery of a comprehensive single digital health and social care record across Wales, and does it anticipate that further legislation will be required?
Answered by Cabinet Minister for Health and Care
Working with NHS Wales, the Welsh Government is committed to improving the sharing of information across health and social care through programmes such as Connecting Care.
A core component of the programme is the Integrated Care Record (ICR), which will bring together health and care information into a single digital view. This will support more efficient and secure access to relevant patient information, informed clinical decision-making, and a more joined-up, person-centred health and care system.
This work is underpinned by existing legislation, information governance requirements, and data-sharing frameworks. Consideration of the legislative framework, governance arrangements, and data-sharing requirements necessary to support delivery across Wales is embedded within the ongoing development of the programme.

What support is the Welsh Government providing to help community organisations, schools and charities develop community-owned renewable energy projects?
Answered by Cabinet Minister for Enterprise, Connectivity and Energy
The Welsh Government provides practical support through the Welsh Government Energy Service to help communities develop and deliver renewable energy projects. Our Ynni Cymru programme provides support for a range of organisations to develop projects that generate and use renewables more effectively.
We are currently consulting on proposals for a Welsh Public Energy Company that could increase Welsh and community ownership of energy assets and ensure more of the benefits from Wales’s natural resources stay within Wales. The consultation includes a description of all the support services we currently fund.

What consideration has the Welsh Government given to introducing statutory duties requiring organisations receiving Welsh Government grants or public contracts to demonstrate how they contribute to the objectives of the Anti-Racist Wales Action Plan?
Answered by Deputy First Minister and Cabinet Minister for Social Justice and Equality
We are not currently proposing statutory duties requiring organisations receiving Welsh Government grants or public contracts to demonstrate their contribution to ArWAP. However, this Government is keeping ArWAP under active review, including through the current light-touch review, to identify how we can strengthen delivery and impact using the levers, powers and mechanisms available to us, including grants, public contracts and remit letters. The Welsh Government also expects all public sector organisations, businesses and third sector organisations in receipt of public sector funding to uphold its core values, behaviours and cultures.

What action is the Welsh Government taking to ensure that more eligible children and families in Gŵyr Abertawe can benefit from Flying Start and its wider early intervention services?
Answered by Deputy First Minister and Cabinet Minister for Social Justice and Equality
I am pleased that Swansea has already rolled out the first phase of Welsh Government-funded childcare, providing 12.5 hours of quality childcare to all two-year-olds. We continue to work closely with Swansea Council to support delivery, raise awareness among eligible families and ensure children can benefit from the wider Flying Start package, including enhanced health visiting, parenting support and speech, language and communication support.
Our priority is to complete the delivery of 12.5 hours for all two-year-olds across Wales before increasing this to 20 funded hours a week for 48 weeks. Alongside this, we are working with childcare providers to extend the expanded offer to all three- and four-year-olds, before extending support to children aged nine months to two years.

What consideration has the Cabinet Minister given to introducing a 31-day breast cancer standard from decision to treat to first treatment, similar to those used in England and Scotland, to identify delays after diagnosis and ensure health boards are held accountable for timely surgery, radiotherapy and systemic anti-cancer treatment for patients?
Answered by Cabinet Minister for Health and Care
The Suspected Cancer Pathway in Wales measures a patient's journey from the point at which cancer is first suspected through to first definitive treatment, including the period between diagnosis and treatment.
Health boards are expected to ensure that 75% of people on the pathway are either informed they do not have cancer or begin their first definitive treatment within 62 days of the point of suspicion. National Optimal Pathways have been developed to support health boards to deliver timely and consistent diagnostic and treatment services, including for breast cancer.
Digital Health and Care Wales publish data on median times from diagnosis to treatment for the main cancer types, including breast cancer: Cancer Data - Digital Health and Care Wales. In the most recently reported month, June 2026, the median number of days between diagnosis and treatment for breast cancer was 43 days at the all-Wales level.
The National Cancer Strategy for Wales will determine the future approach to measuring cancer pathway waiting times.

Answered by Deputy Minister for Transport
The UK government is introducing mandatory eye tests for drivers over the age of 70, due to the rising number of collisions involving drivers in this age group.
Officials along with the Welsh Government Chief Optometric Adviser are in discussions with the UK Government to see what can be done to expand driving vision standards to other age groups in the future.

Will the Cabinet Minister outline progress on the establishment of Women's Hubs and their usefulness?
Welsh text as published
A wnaiff y Gweinidog Cabinet amlinellu'r cynnydd o ran sefydlu Hybiau Menywod a pha mor ddefnyddiol ydynt?
Answered by Cabinet Minister for Health and Care
The Women’s health Plan sets out eight priority areas, with over 60 short-, medium- and long-term actions to be delivered over a 10-year period.
During the first year of delivery the following actions were completed:
· A pathfinder Women’s Health Hub was opened in each health board by March 2026.
· Progress has been made in upskilling the NHS workforce in women’s health. Across all health board areas, staff were trained in areas such as menopause, sexual health and long-acting reversible contraception fitting.
· School learning materials – to support young people and school nurses to talk about a wide range of conditions which affect women and girls, were developed in collaboration with school nurses and young people, ensuring the materials work for them.
· Women’s Health Research Wales – a women’s health research centre was launched.
· Innovation through the women’s health challenge, funding four projects that are real-world demonstrations of ways to improve outcomes for women and girls.
· Health Education and Improvement Wales developed training, which is accessible to all NHS staff, about a range of specific conditions, including endometriosis, menopause and contraception.
· Development and launch of a new co-produced Women’s Health website.
A Theory of Change for the Women’s Health Plan is being developed and will be used to monitor progress with the Plan over the 10-year period.
The establishment of the pathfinder Women’s health Hubs was a key action in 2025/26. Three priority areas were determined for the initial phase of the hubs: menstrual health, contraception and menopause. A formative evaluation of the implementation of the hubs has been commissioned and will report later this year. The learning from the implementation phase will inform further developments of the hub services.
I recognise the importance of properly evaluating the hubs and will be commissioning further evaluation work in the future.
I will be working to strengthen the Women’s Health Plan and we will continue to deliver against the Plan.
