    2. Business Statement and Announcement

Welsh Trefnydd, Chief Whip and Cabinet Minister for Culture and Sport

Diolch, Lywydd. Mae yna un newid i fusnes y Senedd yr wythnos hon. Ni chyflwynwyd pwnc ar gyfer y ddadl fer. Felly, o ganlyniad, mae’r ddadl wedi ei thynnu oddi ar agenda yfory. Mae busnes drafft y tair wythnos nesaf wedi’i nodi yn y datganiad busnes, sydd, fel arfer, ar gael i’r Aelodau yn electronig.

    Official English translation

Thank you, Llywydd. There's one change to this week's Senedd business. No topic was tabled for this week's short debate. Consequently, this has been removed from tomorrow's agenda. Draft business for the next three weeks is shown on the business statement, which, as usual, is available to Members electronically.

Diolch i’r Aelod am godi’r mater hwn a gofyn am y datganiad. Mi wnaf i’r Gweinidog yn ymwybodol o hynny. Mae’r Aelod wedi sôn am nifer o ystadegau. Yn amlwg, mae yna anghydraddoldebau mawr ledled Cymru. Mae yna amrywiaeth mawr o ran oedrannau, ac o ran yr anghydraddoldeb mewn rhannau gwahanol o Gymru. Felly, mi wnaf i’n sicr ei wneud o’n ymwybodol o’r hyn dŷch chi wedi’i godi heddiw.

I thank the Member for raising this issue and requesting a statement. I will make the Minister aware of that. The Member has mentioned a number of statistics. Clearly, there are major inequalities across Wales. There is great variance in terms of age and inequalities in different parts of Wales. So, I will certainly make him aware of the issues that you've raised today.

Wel, diolch i’r Aelod am godi’r mater hwn. Yn amlwg, dwi’n gobeithio bod pawb ohonom ni yn unfrydol o ran y Senedd hon bod yna ddim lle o ran aflonyddu rhywiol, trais rhywiol, na cham-drin yn unrhyw le yng Nghymru, gan gynnwys yn ein prifysgolion. A rhaid i fyfyrwyr allu astudio a chymryd rhan mewn bywyd prifysgol yn ddiogel. Dyna’r man cychwyn i bob un ohonom ni. Mae Llywodraeth Cymru wedi cryfhau’r fframwaith rheoleiddio yn ddiweddar, ac mae gofynion Medr yn ymdrin yn benodol â diogelwch dysgwyr a staff, gan gynnwys rhyddid rhag aflonyddu, camymddygiad trais, gan gynnwys trais rhywiol, a throseddau casineb. Mae Medr yn gweithio gydag Iechyd Cyhoeddus Cymru, a chynrychiolydd cenedlaethol VAWDASV Llywodraeth Cymru i dargedu pecyn cymorth VAWDASV i wella cysondeb ar draws y sector addysg uwch. Ma’n rhaid i ni hefyd fod yn glir mai nid jest mater o reoleiddio drwy addysg yn unig ydy hyn. Mae atal trais rhywiol yn gofyn am ymateb Llywodraeth gyfan—rhywbeth dŷn ni wedi ymrwymo fel Llywodraeth i fod yn ymwneud ag o. Mae o hefyd yn gofyn am ymateb gan gymdeithas gyfan, gan ddod â’r agenda ehangach trais yn erbyn menywod, cam-drin domestig, a thrais rhywiol at ei gilydd.

    Official English translation

I thank the Member for raising this issue. Evidently, I hope that all of us are unanimous in this Senedd about the fact that there is no room for sexual violence or abuse anywhere in Wales, including in our universities. And students have to be able to study and take part in university life safely. That's the starting point for all of us.  The Welsh Government has strengthened the regulatory framework recently, and the requirements of Medr do deal specifically with the safety of staff and teachers, including freedom from harassment, violent misconduct, sexual abuse, and hate crimes. And Medr is working with Public Health Wales, and the national adviser for Violence Against Women, Domestic Abuse and Sexual Violence in the Welsh Government to develop a support package on VAWDASV to improve consistency across the higher education sector.  We also have to be clear that it's not just an issue of regulation through education. Preventing sexual violence requires a whole-Government response, and we're committed to doing that. And we need a response from all of society, bringing the wider VAWDASV agenda together.

Diolch i'r Aelod am godi'r mater. Mae deintyddiaeth yn rhywbeth, dwi'n gwybod, sydd yn bryder i nifer o Aelodau. Byddwch chi wedi clywed y Gweinidog Cabinet yn cydnabod yr heriau hynny, ac yn amlinellu'r hyn y mae'r Llywodraeth yn ei wneud. O ran y materion penodol rydych chi'n eu codi, mi fyddwn i'n gofyn i chi ysgrifennu at y Gweinidog Cabinet dros Iechyd a Gofal yn benodol o ran bwrdd iechyd Hywel Dda, a, hefyd, mae yna gyfle i holi cwestiynau i'r Gweinidog Cabinet yr wythnos nesaf yn y Siambr hon.

    Official English translation

I thank the Member for raising this issue. Dentistry is a concern for many Members, I know. You will have heard the Cabinet Minister recognising those concerns and challenges, and outlining what the Government is doing. In terms of the specific issues that you raise, I would ask you to write to the Cabinet Minister for Health and Care specifically on Hywel Dda health board, and, also, there is an opportunity to ask questions to the Cabinet Minister next week in the Chamber.

Wel, dwi'n falch o weld yr Aelod yn cymryd y cyfle i siarad yn y Siambr hon, a hithau heb gyflwyno dadl fer a fyddai wedi gallu bod ar un o'r meysydd hyn y mae hi wedi gofyn am ddatganiad arnyn nhw heddiw. Mae'n un peth i ofyn am amser, ond pan mae gan yr Aelod yr amser i gyflwyno a chael dadl fer a pheidio â gwneud hynny, yna mae'n rhaid i fi ofyn pam gofyn am ddatganiadau yn amser y Llywodraeth pan nad ydy hi hyd yn oed yn gallu rhoi dadl fer i mewn ei hun.

    Official English translation

Well, I'm pleased to see the Member taking this opportunity to speak in the Chamber, without actually introducing a short debate that could have covered one of these topics that she has asked for statements on today. It is one thing to ask for time, but when the Member has that time to table a short debate and doesn't do that, then I have to question why ask for statements in Government time when she can't even table her own short debate.

fel Llywodraeth yn cydnabod cryfder y teimlad am fynediad at ofal iechyd ledled gogledd Cymru, ac yn arbennig felly ar Ynys Môn. Dwi'n deall pam fod dyfodol gwasanaethau gofal brys lleol mor bwysig i gleifion a chymunedau. Yn sicr, mi fyddwn ni yn gofyn i bawb ymgysylltu gyda'r bwrdd iechyd ar y mater hwn. Mae'n bwysig bod byrddau iechyd yn ymgysylltu'n agored ac yn dryloyw efo cleifion, staff, cymunedau, a rhanddeiliaid ehangach yn unol â chanllawiau cenedlaethol. Mi fyddwch chi'n ymwybodol bod y ganolfan gofal sylfaenol brys yn parhau i weithredu fel arfer hyd nes bydd unrhyw benderfyniad yn y dyfodol. Mae'r ffaith eich bod chi wedi codi hwn yn dangos cryfder lleol ar y mater hwn, heb os.

as a Government recognise the strength of feeling on access to healthcare across north Wales, and particularly on Anglesey. I do understand why the future of emergency care services locally is so important to patients and communities. Certainly, we would ask everyone to engage with the health board on this issue. It is important that health boards engage openly and transparently with patients, staff, communities and broader stakeholder groups in accordance with national guidance. You will be aware that the urgent primary care centre is continuing to operate as usual until any future decision is taken. The fact that you've raised this does show the strength of feeling locally on this issue, without doubt.

Diolch i'r Aelod am godi dau fater pwysig. Ar yr ail bwynt, bydd nifer o Aelodau yn cofio yr hyn a ddigwyddodd yn 2023 pan godwyd hwn, ac yn drawsbleidiol yr ymateb cryf a fuodd, o'r Llywodraeth bryd hynny ond hefyd gan yr holl bleidiau yma. Yn sicr, mi fydd y Gweinidog yn cysylltu gyda British Gas o ran hyn. Rydyn ni'n cydnabod bod hyn yn creu pryder mawr ac y bydd o hefyd yn creu mwy o bwysau ar aelwydydd sydd yn barod o dan bwysau aruthrol o ran hyn. O ran y mater cyntaf, fel roeddech chi'n sôn yn eich cwestiwn i mi, ni wnaeth y Llywodraeth flaenorol dderbyn yr argymhelliad i ymgorffori therapydd iaith a lleferydd pwrpasol ym mhob tîm troseddau ieuenctid. Rydyn ni fel Llywodraeth yn edrych o'r newydd ar sut y gall plant a phobl ifanc sydd mewn cysylltiad â gwasanaethau cyfiawnder ieuenctid gael mynediad mwy cyson at y cymorth lleferydd, iaith a chyfathrebu cywir pan fydd ei angen arnyn nhw. Mi drafododd panel cynghori cyfiawnder ieuenctid Cymru y materion hyn ar 30 Hydref, gyda'r Dirprwy Brif Weinidog yn bresennol. Gwahoddwyd y panel i wneud sylwadau ar yr heriau a nodwyd a'r cyfeiriad teithio arfaethedig, ac hefyd i helpu i liwio cam nesaf y gwaith hwnnw.

    Official English translation

I thank the Member for raising two important issues. On that second point, a number of Members will remember what happened in 2023 when this issue was raised, on a cross-party basis there was a strong response, from the Government at that time but also from all of the parties in this place. Certainly, the Minister will contact British Gas about this. We do recognise that this causes great concern and that it will cause more pressure for already-pressured households. In terms of the first issue, as you mentioned in your question, the previous Government didn't accept the recommendation to embed a speech and language therapist in every youth justice team. We are looking anew as a Government at how young people and children who are involved with youth justice services can have more consistent access to the correct speech, language and communication support when those services are needed from them. The Wales youth justice advisory panel discussed these issues on 30 October, with the Deputy First Minister present. The panel was invited to make comments on the challenges noted and the proposed direction of travel, and also to help to steer the next stage of that work.

Wel, dwi'n hapus i ddarparu copi o agenda heddiw i'r Aelod os nad ydych chi'n ymwybodol bod yna ddatganiad am fod ar COVID y prynhawn yma. Ond mi wna i wneud y pwynt yma: mae rhai ohonon ni yn y Siambr yma wedi gweithio efo teuluoedd, y COVID bereaved families, am flynyddoedd, wedi dod i'w nabod nhw'n dda, dod i nabod straeon torcalonnus eu teuluoedd nhw. Ac mae yna rai pobl yma rŵan yn chwarae gemau gwleidyddol yn hytrach na thrio ffeindio'r datrysiadau i'r atebion gwirioneddol hynny, ac hefyd edrych i'r dyfodol. Mi gewch chi ddefnyddio fy ngeiriau i yn y gorffennol heddiw, wrth gwrs cewch chi, ac mi gaiff y teuluoedd, y COVID bereaved families. Ond mae fy nghydwybod i'n glir o ran mae'r ymrwymiad hwnnw gan y Llywodraeth yma i ddysgu'r gwersi ac i sicrhau cyfiawnder i'r teuluoedd hynny. Felly, yn ddiamwys, mi fedraf i roi yr amod honno. Ond, os ydych chi am ddefnyddio fy ngeiriau i, mae gen i'r cyfle hefyd i ddefnyddio fy ngeiriau i yn ôl, a dwi wedi gweithio efo'r teuluoedd hynny am flynyddoedd, fel nifer yn y Siambr hon, ac mae o'n golygu i ni gymaint, fel ag y mae o i nifer o bobl ledled Cymru, i gael y datrysiadau a'r atebion hynny.

    Official English translation

Well, I'm content to provide a copy of the agenda to the Member if you're not aware that there is a statement on COVID this afternoon. But I will make this point: some of us in this Chamber have worked with COVID bereaved families for many years, have come to get to know them very well, and get to know their heartbreaking stories in their families. And there are some people here now who are playing political games rather than trying to find the solutions to the genuine questions, and also look to the future. You can use my words from the past today, of course, you can do that, and the COVID bereaved families can do that. But my conscience is clear, that there's a commitment from the Welsh Government to learn those lessons and to ensure justice for those families. So, unambiguously, I can give that commitment. But if you want to use my words, I have the opportunity to use my words back, and I have worked with those families for many years, as many have in this Chamber, and it does mean for us so much, as much as it does to many people around Wales, to get those answers and solutions.

Byddwch chi yn gweld bod yna gyhoeddiad ddoe o ran rhai o'r swyddi o ran nyrsys yn benodol. It's unique, and, certainly, I would suggest that you do write specifically to the Minister, but, in terms of the heritage aspect, which I'm responsible for, I'll see what is relevant in terms of my portfolio. In terms of the second point, with regard to physiotherapy, clearly we do acknowledge how concerning the situation is. You will see that there was an announcement made yesterday in terms of some of the posts with regard to nurses specifically. But we do acknowledge that there are other roles where the situation has been very concerning, and the lack of planning comes over clearly in that regard. We are committed to helping graduates to gain employment and to keep their skills within the health service here in Wales. They are skills that are very much needed. Official English translation

Well, the issue the Member raised was for a statement; as the Minister with responsibility for that, I have already made statements that talk about the work that I have already commissioned in relation to looking at the whole range of structures in sport, including swimming pools, in order to understand what the situation across Wales is, the scale of investment that's required and where the gaps exist, including, of course, swimming pools of an adequate size to stage competitions or for those who want to train at a professional level. We saw a number of athletes representing Wales in the Commonwealth Games in Glasgow, for example, and they won a number of medals. I do understand and recognise the issues that the Member raised, but I do have to do that thorough work first in carrying out that evaluation in order to understand what the needs are across Wales—in all parts of Wales, including north Wales—in order to ensure that we have a long-term capital programme for investing in facilities of that kind.

Mi fydd hwn yn waith trawsbleidiol, efo nifer o bartneriaid, felly, yn sicr, mi fydd yna ddiweddariadau.

Well, I thank the Member for raising those two issues. In terms of the wildfire summit, we will be publishing the agenda, papers and the minutes of the summit once it has taken place—and, of course, Ministers will be keeping the Senedd informed fully of progress made. This will be cross-party work, with several partners involved, so, certainly, there will be updates given.

The point you make around the 'Our Bravery Brought Justice' report—I hope we can retain that unity that we found a year ago, because, as all of us will recollect, the report reflects the courage of those who contributed to the review, and we recognise the significance as well of the first anniversary of the report. We are working with partners to deliver the outcomes of the review, and progress is being made on ensuring the findings strengthen and improve safeguarding arrangements in education across Wales. And, of course, we will continue to update the Senedd. I'm grateful to the Member for raising this.

I thank the Member for raising an issue that was also raised by Niamh Salkeld. It's an issue that I campaigned on during the last Senedd term, and an issue that many Members will have supported people and their families with, who have been impacted by MND. You will have heard the First Minister's response earlier. Certainly, the Cabinet Minister for housing and local government is also present here and will ensure that—. If there are any constituents in particular, if you can write to the Cabinet Minister, that would be appreciated, because we do have processes in place. The support should be there, as outlined by the First Minister, but we know, as you mentioned, that there is inconsistency there in how quickly those adaptations can be in place. Therefore, any Member that has any further information, so that we can look at this further, I would be grateful if you could share. I think it's a fact that there is cross-party support for such campaigns. Also, I would encourage it, if there is an opportunity for any further scrutiny through, perhaps, committee work. It seems that there are many people who want to see progress in this area in this Chamber.

Diolch. Dwi'n gobeithio bod pob Aelod yn y Senedd hon yn ymrwymo i ddileu tlodi ac eisiau gweld yr hyn y mae Trussell ei hun yn ymgyrchu arno fo, sef cael gwared ar fanciau bwyd. Rydyn ni wedi bod yn glir iawn fel Llywodraeth, a dwi'n gwybod bod y Dirprwy Brif Weinidog yn glir iawn, am ddileu tlodi a sicrhau bod gan bawb fynediad at yr anghenion hanfodol hynny. Ond, yn y cyfamser, mi fydd gennym ni strategaeth fwyd. Rydyn ni'n cydweithio gyda Trussell a banciau bwyd eraill i sicrhau bod y buddsoddiad sydd eisoes wedi'i gyhoeddi yn cael ei dargedu. Ond, yn sicr, mae yna ymrwymiad i gydweithio, a dwi'n gobeithio gweld pob Aelod yn ein cefnogi ni yn ein gwaith. Mae yna amryw o rymoedd y byddem ni'n hoffi eu cael o fewn grym y Llywodraeth hon. Rydyn ni'n ddibynnol, er enghraifft, ar y system lles yn San Steffan, system sydd ddim yn gweithio i bobl yma yng Nghymru. Felly, byddwn i yn gobeithio gweld cefnogaeth i'r hyn rydyn ni'n galw amdano fo gan y rheini sydd hefyd eisiau dileu tlodi a dileu'r angen am fanciau bwyd yn ein cymunedau ni.

Thank you. I hope that every Member of this Senedd is committed to eradicating poverty and wants to see what Trussell itself is campaigning for, namely to get rid of foodbanks. We have been very clear as a Government, and I know that the Deputy First Minister has been very clear, on eradicating poverty and ensuring that everyone has access to those fundamental basics. But, in the meantime, we will have a food strategy. We are working with Trussell and other foodbanks in order to ensure that the investment that has already been announced is targeted. But, certainly, there is a commitment to work together, and I hope to see every Member supporting us in that work. There are a number of powers that we would like to have within this Government. We are reliant, for example, on the welfare system that is run from Westminster, a system that doesn't work for people here in Wales. So, I would hope to see support for what we are calling for from those who also want to eradicate poverty and the need for foodbanks in our communities.

Wel, diolch i’r Aelod am y cwestiynau hynny. Dwi’n meddwl, oherwydd bod gennych chi amryw o gwestiynau, byddwn i yn eich annog chi i ysgrifennu at y Dirprwy Weinidog dros Drafnidiaeth. Ac yn sicr, os bydd angen diweddariad i’r Senedd oll, mi fyddaf i yn trafod hynny efo fo. Mae’n beth prin fod y Dirprwy Weinidog dros Drafnidiaeth ddim yma; mae o fel arfer mewn ar gyfer y sesiynau hyn. Ond byddwn i yn gofyn i chi amlinellu’r cwestiynau hynny iddo fo mewn llythyr hefyd.

    Official English translation

Well, I thank the Member for those questions. I think, because you have several questions there, I would encourage you to write to the Deputy Minister for Transport. And, certainly, if an update is needed for the whole Senedd, then I will discuss that with him. It's rare that the Deputy Minister for Transport isn't here; he's usually here for these sessions. But I would ask you to outline those questions to him in a letter too.

O ran y cais cyntaf, mae yna gwestiynau i’r Gweinidog ar 4 Tachwedd. Mae yna nifer o ddatganiadau wedi bod gan y Gweinidog hefyd, ond byddwn i yn eich annog chi i fod yn rhoi y cwestiynau hynny gerbron y Gweinidog ar 4 Tachwedd. Felly, mi fydd yna gyfle ar lawr y Senedd i chi fod yn holi’n uniongyrchol. O ran yr ail ddatganiad rydych chi wedi’i godi, mi fyddwch chi’n ymwybodol ein bod ni wedi ymrwymo fel Llywodraeth i fod yn gweithredu yn unol â’r gyfraith ac yn disgwyl i bob un o’r cyrff cyhoeddus i fod yn gweithredu yn unol â’r gyfraith.

    Official English translation

In relation to your first request, there will be questions to the Minister on 4 November. There have been a number of statements made by the Minister too, but I would encourage you to put those questions to the Minister on 4 November. So, there will be an opportunity on the floor of the Senedd for you to question the Minister directly.  In terms of the second statement that you requested, you will be aware that we as a Government have committed to act in accordance with the law and expect all public bodies to act in accordance with the law.

Diolch. Dwi’n gwerthfawrogi bod yna gais ar ddiwedd hynny am ryw fath o ddatganiad, ond nid dyna’r math o wybodaeth a fyddai mewn datganiad. Os oes gennych chi bryderon o’r fath, yn amlwg mae yna opsiynau i ofyn cwestiwn i’r Gweinidog Cabinet dros Iechyd a Gofal ar 11 Tachwedd. Mi fedrwch chi hefyd ysgrifennu ato fo. Ond byddwn i'n awgrymu hefyd fod nifer o’r materion a godoch chi yn rhai perthnasol i’r bwrdd iechyd, ac mai cwestiynau i’r bwrdd iechyd ydynt. Dwi’n credu bod craffu ar weithredoedd y bwrdd iechyd yn gyfrifoldeb i bob un ohonom ni, ond mae’n bwysig bod yn glir o ran lle mae’r cyfrifoldeb yn bodoli—beth sydd yn gyfrifoldeb i’r Gweinidog iechyd, a beth rydyn ni’n ei ddisgwyl i fyrddau iechyd fod yn gyfrifol amdano.

    Official English translation

Thank you. I appreciate that there was a request at the end of what you said there for some kind of statement, but that's not the kind of information that would be included in a statement. If you have concerns of that kind, clearly there are options to ask questions of the Cabinet Minister for Health and Care on 11 November. You could also write to him. But I would also suggest that a number of the issues you raised are ones that are relevant to the health board, and that they are questions for the health board. I think that scrutiny of the activities of the health board is the responsibility of all of us, but it's important to be clear in terms of where the responsibility lies—what is the responsibility of the Minister for health, and what we expect health boards to be responsible for.
