    7. Reform UK Debate: Regional rugby

Welsh Trefnydd, Chief Whip and Cabinet Minister for Culture and Sport

Diolch, Ddirprwy Lywydd, a diolch i bawb sydd wedi cymryd rhan yn y ddadl y prynhawn yma. Dwi eisiau bod yn glir ar y dechrau nad ydw i'n meddwl bod yna unrhyw wahaniaeth barn wedi'i fynegi yn y Siambr hon, ac yn sicr ni fyddaf yn mynegi unrhyw wahaniaeth barn o ran yr hyn sydd wedi'i nodi. Dwi'n rhannu'r pryderon sydd wedi'u mynegi. Dwi wedi gwneud hynny'n glir dro ar ôl tro. Ond os ydym ni'n edrych ar eiriad y cynnig gan Reform, dyna lle mae'r anghytundeb:

    Official English translation

Thank you, Dirprwy Lywydd, and let me also thank everyone who has taken part in the debate this afternoon. I want to be clear at the outset that I don't think that any difference of opinion has been expressed in this Chamber, and certainly I won't be expressing any difference of opinion in terms of what has been noted. I share the concerns that have been expressed. I have made that clear time and again. But if we look at the wording of the motion from Reform, that's where the disagreement lies:

Mae'n galw ar Lywodraeth Cymru i wneud hynny. Fedraf i ddim rhoi'r sicrhad hwnnw. Dyna rydych chi'n gofyn imi ei wneud: fy mod i'n rhoi'r sicrhad hwnnw. A dyna pam dwi'n credu bod ein gwelliant ni'n adlewyrchu'r hyn rydyn ni wedi'i glywed heddiw, sydd yn creu cytundeb rhyngom ni i gyd. Rydyn ni i gyd eisiau tryloywder. Rydyn ni i gyd yn mynnu tryloywder. Rydyn ni hefyd, yn iawn, yn craffu ar y penderfyniadau hyn, ond byddwch chi'n ymwybodol hefyd mai fi sydd yma fel Gweinidog a bod nifer o'r cwestiynau sydd wedi codi heddiw yn gwestiynau i Undeb Rygbi Cymru. Yn sicr, mae hi'n iawn bod pawb o bob plaid yn gofyn y cwestiynau hyn, ac mi hoffwn i ei gwneud hi'n glir hefyd fy mod i'n meddwl ei bod hi'n bwysig bod Undeb Rygbi Cymru yn gwrando ar y ddadl hon heddiw ac yn ymateb i'r pryderon hynny. Fel rydyn ni eisoes wedi clywed, mae rygbi yn bwysig iawn i gymunedau ledled Cymru. Mae amryw ohonoch chi wedi sôn ei fod o'n rhan o hunaniaeth cynifer o bobl—eu bod nhw'n rhan o glwb, yn gwirfoddoli, yn chwarae neu'n cefnogi ym mhob cornel o'n gwlad ni. Mae nifer ohonoch chi wedi sôn yn iawn hefyd ei fod o'n rhan o'n hunaniaeth ni fel cenedl. Mae cryfder y teimladau a'r pryderon gwirioneddol am hyn yn glir, a dwi'n eu cydnabod nhw oll. Mae'r newidiadau hyn yn mynd i olygu, os byddan nhw yn dod i rym, fod yna effaith yn gymdeithasol, yn ieithyddol ac yn economaidd. A dyna pam yr ydw i fel Gweinidog wedi herio Undeb Rygbi Cymru i ddangos bod eu penderfyniadau yn dryloyw, eu bod nhw yn seiliedig ar dystiolaeth ac yn gynaliadwy, a bod effaith unrhyw newidiadau ar chwaraewyr, cefnogwyr, staff, cymunedau a'r gêm ehangach wedi'u hystyried yn llawn, a hynny, fel mae nifer wedi gofyn yma, cyn i unrhyw benderfyniad pellach gael ei wneud—nid wedi, ond cyn. Ond fedrwn ni fel Llywodraeth ddim cyfarwyddo Undeb Rygbi Cymru i gadw strwythur penodol ar gyfer y gêm broffesiynol.

It calls on the Welsh Government to do that. I can't give that assurance. That's what you're asking me to do: that I can give that assurance. And that's why I think that our amendment does reflect what we have heard today, which does create agreement between us all. We all want transparency. We're all insisting on transparency. We are also scrutinising, correctly, these decisions. But you'll also be aware that I'm here as a Minister and that many of the questions that have been raised today are questions for the WRU. Certainly, it is right that everyone from all parties does ask those questions, and I'd like to make it clear as well that I think it is important that the WRU listens to this debate today and responds to those concerns. As we've already heard today, rugby is very important to communities throughout Wales. Many of you have mentioned that it is part of the identity of so many people—whether they're members of club, volunteers, players or supporters in every corner of our country. Many of you have also mentioned that it's part of our identity as a nation. The strength of feeling and the genuine concerns about this are clear, and I do recognise all of them. These changes are going to mean, if they come to fruition, that there would be a social, linguistic and economic impact. And that's why, as a Minister, I have challenged the WRU to show that the decisions are transparent, that they are evidence based and sustainable, and that the impact of any changes on players, fans, staff, communities and the wider game have been fully considered, as many have suggested, before any decision is made—not afterwards, but before. But we can't, as a Government, direct the WRU to maintain a specific structure for the professional game.

Dwi wedi clywed nifer ohonoch chi'n dweud nad ydych chi eisiau i mi fod yn gyfrifol am bigo'r tîm, a dwi'n falch nad yw'r cyfrifoldeb hwnnw gen i. Yn sicr, dwi ddim yn arbenigwraig. Ond does gen i ddim ychwaith y grym i gyfarwyddo. Mae Undeb Rygbi Cymru yn gorff llywodraethu annibynnol sy'n atebol drwy ei drefniadau cyfansoddiadol ei hun, ac Undeb Rygbi Cymru sy'n gyfrifol am weinyddu rygbi yng Nghymru. Mae ei annibyniaeth hefyd yn cael ei gydnabod o fewn y fframwaith rhyngwladol a sefydlwyd gan World Rugby. Mae'r annibyniaeth hon yn bwysig, ac mae'n bwysig i'w chydnabod. Byddai cyfarwyddyd gwleidyddol dros benderfyniadau yn ymwneud â chwaraeon yn codi cwestiynau cyfreithiol a llywodraethiant difrifol, ac yn bygwth tanseilio'r annibyniaeth y mae chwaraeon rhyngwladol yn dibynnu arni.  Mae'r ymrwymiad a geisir gan y cynnig hwn, felly, yn un na all Llywodraeth Cymru ei sicrhau. Dyna pam, felly, o ran y gwelliant, rydw i wedi cyfleu'r farn y dylai unrhyw newid sylweddol fel hyn gael ei gefnogi gan achos clir, hirdymor, yn hytrach nag ymateb tymor byr i'r heriau presennol. Rydym yn disgwyl i Undeb Rygbi Cymru egluro sut y byddai unrhyw newid yn cefnogi dyfodol y gêm yng Nghymru, a sut y byddai cynnydd yn cael ei fesur hefyd. Mae'n rhaid i'r undeb ymgysylltu'n ystyrlon â'r rhai y mae eu cynlluniau arfaethedig yn effeithio arnyn nhw, gan ymgynghori'n llawn ac esbonio'r dystiolaeth y tu ôl i'w cynlluniau, a bod yn glir ynghylch sut y bydd y risgiau'n cael eu rheoli. Mae cefnogwyr a chymunedau yn haeddu mwy na sicrwydd drwy eiriau yn unig. Mi ydych yn iawn—mae nifer ohonoch chi wedi sôn bod angen tryloywder am yr opsiynau sydd dan ystyriaeth, ein bod ni angen gwybod y sail ar gyfer unrhyw benderfyniadau a sut y bydd dyfodol hirdymor y gêm broffesiynol a chymunedol yn cael ei ddiogelu. Fel dwi wedi'i ddweud a'i rannu yn y sesiwn gwestiynau flaenorol, mi wnes i gyfarfod â'r undeb ym mis Awst, a defnyddio'r cyfle hwnnw i gyfleu'n uniongyrchol iddynt rai o'r pryderon a godwyd gyda mi drwy ohebiaeth. Yn ychwanegol at hynny, yn dilyn trafodaethau yn y pwyllgor diwylliant a chwaraeon, yr holl gwestiynau a godwyd yn y Siambr hon fis diwethaf, a'r ystod o ohebiaeth sydd wedi fy nghyrraedd gan Aelodau o'r Senedd ar ran eich etholwyr, mi wnes i ysgrifennu at yr undeb yn gofyn am ragor o wybodaeth am eu hymgysylltiad â chefnogwyr a chymunedau, am y dystiolaeth sy'n llywio eu dull gweithredu, a sut y bydd yr undeb yn asesu a chyfathrebu goblygiadau penderfyniadau sy'n effeithio ar y gêm ranbarthol. Dwi dal yn disgwyl ymateb i'r llythyr hwnnw, ac, wrth gwrs, mi fyddaf yn diweddaru'r Senedd unwaith rwyf wedi derbyn unrhyw wybodaeth bellach. Mae angen i ni fod yn glir, felly, nad rôl Llywodraeth Cymru ydy rhedeg rygbi Cymru o ddydd i ddydd, ond dwi eisiau rhoi'r sicrwydd hwn: dydy hyn ddim yn golygu nad ydyn ni'n barod i godi llais, herio a chraffu. Mi fyddwn ni'n parhau i gefnogi cyfranogiad, buddsoddi mewn cyfleusterau a gweithio gyda phartneriaid i gryfhau'r gêm ar bob lefel. O ran y ffigur a nodwyd gan rai, o ran y £434,945 yn 2025-26 a ddarparwyd gan Chwaraeon Cymru, mi oedd hyn, i fod yn glir, i gefnogi datblygiad y gêm ar lawr gwlad. I ni roi hyn mewn cyd-destun, mae hyn yn cynrychioli 0.4 y cant o gyfanswm trosiant Undeb Rygbi Cymru, felly o ran datblygiad y gêm ar lawr gwlad oedd hwnnw. Mae yna sôn hefyd wedi'i wneud ynglŷn â buddsoddiad a wnaed yn ystod COVID. Mi oedd hynny ynglŷn â grant drwy'r gronfa diogelu chwaraeon gwylwyr. Mi gyfeiriwyd hefyd at y benthyciad masnachol o £18 miliwn a gafodd ei ad-dalu'n llawn yn 2025. Felly, dydy Llywodraeth Cymru na Chwaraeon Cymru ddim yn darparu cyllid ar gyfer y gêm broffesiynol. Heddiw, mi ydych chi, fel Aelodau, wedi mynegi ar draws y Siambr hon eich pryderon ac wedi cynnig datrysiadau amrywiol, ond yr un peth dwi'n meddwl sydd yn glir rhyngom ni oll ydy bod yna dir cyffredin a'n bod ni eisiau gweld dyfodol llewyrchus i'r gêm yma yng Nghymru, a'n bod ni'n cydnabod y pryderon gwirioneddol sydd yna. Mae hynny'n gofyn am arweinyddiaeth, ymddiriedaeth a gweledigaeth glir gan yr undeb. Mae'n rhaid iddyn nhw drin cefnogwyr fel partneriaid yn y sgwrs honno, nid dim ond eu hysbysu ar ôl i benderfyniadau gael eu gwneud.  Mae teyrngarwch cefnogwyr wedi cynnal y gêm drwy'r amseroedd da a'r cyfnodau anodd, a dylai eu lleisiau nhw fod yn ganolog i helpu i lunio ei dyfodol. Felly, tra ein bod ni'n cydymdeimlo ag ysbryd y cynnig, ni allwn gefnogi cynnig sy'n gofyn i Lywodraeth Cymru warantu canlyniad nad oes ganddi awdurdod cyfreithlon i'w orfodi. Ond nid yw gwrthod y cynnig hwnnw yr un peth â pheidio â chydnabod y pryderon y tu ôl iddo; mae'r pryderon hynny'n real, maen nhw'n haeddu cael eu clywed ac mae'n hollbwysig i'r undeb eu hateb. Am y rhesymau hynny, gofynnaf i'r Aelodau wrthod y cynnig ond cefnogi gwelliannau Llywodraeth Cymru, fel ein bod yn uno yn ein galwadau ar Undeb Rygbi Cymru i ymgynghori'n drylwyr ac yn dryloyw, a gan gymryd lleisiau'r cefnogwyr, y clybiau a'r cymunedau i ystyriaeth wrth iddyn nhw lunio dyfodol y gêm yma yng Nghymru.

I've heard many of you saying that you don't want me to be responsible for picking the team, and I'm glad that I don't have that responsibility. I'm not an expert, nor do I have the power to direct. The WRU is an independent governing body accountable through its own constitutional arrangements, and the WRU is responsible for the administration of rugby in Wales. Its independence is also recognised within the international framework established by World Rugby. That independence is important and it's important to recognise it. Issuing political directives on sporting decisions would raise serious legal and governance questions, and would threaten to undermine the independence on which international support depends. The commitment sought by this motion is, therefore, one that the Welsh Government cannot provide. That's why, turning to the amendment, I've expressed a view that any significant change like this should be supported by a clear, long-term case, rather than a short-term response to the current challenges. We expect the WRU to explain how any change would support the future of the game in Wales and how progress would be measured. The union must engage meaningfully with those whom the proposed plans will affect by conducting a full consultation and by explaining the evidence underpinning their plans, and they must be clear about how risks will be managed. Supporters and communities deserve more than warm words alone. You're right—many of you have mentioned that there is a need for transparency about the options under consideration and that we need to know the basis for any decisions, and how the long-term future of the professional and community game will be safeguarded. As I've mentioned and shared in a previous session of questions, I met with the union in August and used that opportunity to convey directly to them some of the concerns raised with me through correspondence. In addition to that, following discussions in the culture and sport committee, and in the questions raised in this Chamber last month, and the range of correspondence that has reached me from Senedd Members on behalf of their constituents, I wrote to the union seeking more information about their engagement with supporters and communities, about the evidence guiding their approach, and how the union will assess and communicate the implications of decisions that are affecting the regional game. I'm still expecting a response to that letter, and, of course, I will update the Senedd once I've received any further information. We need to be clear, therefore, that it's not the Welsh Government's role to run Welsh rugby from day to day, but I also want to give the assurance that this doesn't mean that we're not willing to scrutinise. We will continue to support participation, invest in facilities and work with partners to strengthen the game at every level. On the figure that was identified by some, in terms of £434,945 in 2025-26, which was provided by Sport Wales, this was, to be clear, to support the development of the game at grass-roots level. To put this in context, this represents 0.4 per cent of the total turnover of the WRU. So, that was for the development of the game at grass-roots level. There's also been mention made of investment during COVID, and that was about a grant through the spectator sports survival fund. Reference was also made to the commercial loan of £18 million, which was fully repaid in 2025. So, the Welsh Government and Sport Wales do not provide funding for the professional game. Today, as Members, you have expressed across the Chamber your concerns and you've offered a variety of solutions, but the one thing that is very clear between us all is that we have common ground, that we want to see a prosperous future for the game here in Wales and that we do recognise the genuine concerns that exist. That requires leadership, trust and a clear vision by the union. They have to treat supporters as partners in that conversation, not just informing them after a decision is made. The loyalty of supporters has sustained the game through good and bad periods, and those voices should be central to shaping the future. So, while we sympathise with the spirit of the motion, we can't support a motion that asks the Welsh Government to guarantee an outcome that it doesn't have legal authority to enforce. But rejecting that motion is not the same thing as not recognising the concerns behind it; those concerns are real and they deserve to be heard, and it's vital for the union to respond to them. For those reasons, I ask Members to reject the motion but to support the Welsh Government amendments, so that we are united in our calls on the Welsh Rugby Union to consult transparently and to consider the voices of communities, clubs and supporters in shaping the future of the game in Wales.

Gaf i ofyn ar ba sail gyfreithiol ydych chi'n meddwl fy mod i'n gallu gorfodi Undeb Rygbi Cymru i wneud yr hyn rydych chi'n ei ofyn? Dwi'n credu bod y gwelliant yn cynnig popeth rydych chi newydd ei amlinellu. Onid ydy o'n amser i ni uno, yn drawsbleidiol, i sicrhau ein bod ni'n cael yr hyn rydyn ni i gyd yn ei ddeisyfu? Mae'n rhaid ichi adnabod nad oes gen i'r grym cyfreithiol rydych chi newydd ddweud eich bod chi'n credu sydd gen i.

Can I ask on what legal basis you think I can force the WRU to do what you're asking? I think the amendment offers everything that you have just outlined. Isn't it time for us now to unite, on a cross-party basis, to ensure that we all get what we want? You have to acknowledge that I don't have the legal power that you have just said that you believe I have.

Mi fyddwch chi'n gwybod hefyd trefn busnes y Senedd hon. Rwy'n credu, o edrych ar y rhaglen fusnes, ei bod hi'n bosibl na fydd lle am nifer o wythnosau am ddatganiad o'r fath, ac mae'r hyn rydych chi wedi'i godi yn awgrymu bod angen ateb arnoch yn gynt na hynny. Thank you for raising those issues. You will have heard the First Minister stating unambiguously the commitment of this Government to look at and learn the necessary lessons from those experiences. You will also know the order of business in this Senedd. With the concerns that you expresses, I would suggest that writing to the First Minister would be best, because they were very specific issues that you raised. I think, in looking at the business programme, perhaps there wouldn't be space for such a statement for a number of weeks, whereas the issues that you have raised suggest that you need an answer sooner than that. Clearly, we are committed to continuing to update this Senedd and we will do so with all Members on this crucial issue.

I hope that the Member will have heard the First Minister state unambiguously earlier that we totally condemn any antisemitism. I hope that we can be united as a Senedd on that. Also, the Deputy First Minister, in her work as Cabinet Minister for Social Justice and Equality, has been looking at the 'Anti-racist Wales Action Plan' to ensure that it is fit for purpose, reflecting on what we have seen in terms of the increase in hate of all types, including antisemitism. I will certainly raise your points with her. In terms of your first point, clearly, digital infrastructure is crucially important; it's important for our economy. I know that this is something that the Cabinet Minister is taking seriously. I will raise the specific points that you made with him and ensure that there is an update on that work.

Na, fydd yna ddim datganiad ar y mater hwn. Fel mae'r Aelod wedi nodi, mae hwn yn fater sydd ddim wedi ei ddatganoli. Ond gaf i fod yn glir, fel oeddwn i yn fy ymateb i i Darren Millar rŵan? Mae'r Llywodraeth hon yn condemnio unrhyw fath o hiliaeth, unrhyw fath o roi'r syniad nad yw rhywun yn haeddu gallu byw eu bywydau yn unol â'r ffordd y maen nhw'n cael yr hawl i fyw eu bywydau. Mae hiliaeth yn rhywbeth sydd yn broblem fawr o fewn cymdeithas ar y funud. Mae hwn yn rhywbeth mae etholwyr yn ei ddweud wrthym ni yn gyson. Mae yna gyfrifoldeb ar bob un ohonon ni yn y Siambr hon i sicrhau ein bod ni yn cefnogi pawb rydyn ni'n eu cynrychioli, pob aelod o gymdeithas, a sicrhau bod pawb yn teimlo'n ddiogel, a'n bod ni i gyd yn cydweithio i sicrhau nad yw hiliaeth yn parhau yma yng Nghymru. Does dim lle i hiliaeth yng Nghymru.

    Official English translation

No, there will be no statement on this issue. As the Member has noted, this is an issue that is not devolved. But could I be clear, as I was in response to Darren Millar just now? This Government condemns all forms of racism, any idea that someone doesn't deserve to be able to live their life in the way that they have the right to live that life. Racism is a great problem in society now, and that's something that constituents tell us consistently. We all have a responsibility in this Chamber to ensure that we do support everyone that we represent, all members of society, and ensure that everyone feels safe, and that we all co-operate to ensure that racism doesn't continue here in Wales. There is no place for racism in Wales.

Diolch i'r Aelod am godi mater dwi'n siŵr mae nifer o etholwyr wedi ei godi gyda ni. Dwi'n gwybod ei fod o'n fater yn sydd wedi ei godi gyda fi drwy waith achos. Fe fyddwch chi wedi fy nghlywed i'n dweud bod gan y Gweinidog Cabinet dros Iechyd a Gofal gwestiynau yfory, felly mae yna gyfle i godi hyn bryd hynny. Byddwn i hefyd yn gofyn i'r Aelod, os nad ydy hi eisoes wedi, ysgrifennu at y Gweinidog Cabinet i sicrhau ei bod hi'n cael ateb llawn ar y mater hwn.

I thank the Member for raising an issue that I'm sure a number of constituents have raised with us. I know that it's an issue that's been raised with me in casework. You will have heard me say that the Cabinet Minister for Health and Care has questions tomorrow, so there is an opportunity to raise this at that point. I would also ask the Member, if she hasn't already done so, to write to the Cabinet Minister to ensure that she gets a full response on this issue.

Diolch i'r Aelod am godi'r materion hyn. Fel y byddwch chi wedi fy nghlywed i'n dweud, mae gan y Gweinidog Cabinet dros Iechyd a Gofal gwestiynau yfory, ond hefyd, oherwydd natur y pryderon rydych chi wedi eu codi a bod yna enghreifftiau penodol, mi fyddwn i yn gofyn i chi ysgrifennu at y Gweinidog Cabinet a chodi'r pryderon pendant hyn. Yn amlwg, dydych chi ddim wedi datgelu'r holl wybodaeth fan hyn—ni fyddai'n briodol. Ond oherwydd natur yr hyn rydych chi wedi ei godi, mae'n hollbwysig ei fod o'n cael y manylion hyn. Fe fyddwch chi yn ymwybodol bod Bwrdd Iechyd Prifysgol Betsi Cadwaladr yn parhau i fod ar y lefel uchaf o sgrwtini, a'n bod ni yn gweithio'n galed i sicrhau bod goruchwyliaeth a chraffu gan Lywodraeth Cymru yna er mwyn targedu gwelliannau angenrheidiol mewn gofal cleifion a darparu gwasanaethau. Felly, mae sicrhau bod gan y Gweinidog Cabinet yr wybodaeth honno yn allweddol bwysig.

I thank the Member for raising these issues. As you'll have heard me say, the Cabinet Minister for Health and Care has questions tomorrow, but because of the concerns that you've raised and that there are specific examples, I would ask you to write to the Cabinet Minister and raise those specific concerns. Obviously, you haven't disclosed all the information here—it wouldn't be appropriate. But because of the nature of what you've raised, it's important that he does receive those details. You'll be aware that Betsi Cadwaladr University Health Board continues to be at the highest level of scrutiny and that we are working very hard to ensure that oversight and scrutiny by the Welsh Government are present in order to target necessary improvements in patient care and the provision of services. And so, ensuring that the Cabinet Minister has that information is vital.

Diolch i'r Aelod am godi'r mater yma. Yn amlwg, fe fyddwch chi yn gwybod am ymrwymiad Plaid Cymru o ran yr hyn dŷch chi wedi'i amlinellu. Mae'r Dirprwy Weinidog gyda chyfrifoldeb dros hyn wedi clywed yr hyn dŷch chi wedi ei godi heddiw. Mae dileu elw o'r sector gofal yn fater y buom yn ei ddatblygu yn ystod y cytundeb cydweithio hefyd, ac mae'r ddeddfwriaeth honno bellach yn ei lle ac yn symud tuag at weithredu yn ystod y tymor seneddol hwn. Bu i'r Llywodraeth flaenorol lofnodi'r datganiad yn 2025. Fel Llywodraeth newydd, dŷn ni yn cefnogi'r egwyddor o greu system gofal sy'n canolbwyntio'n fwy ar deuluoedd, wedi'i seilio ar hawliau, sy'n trauma informed, wedi'i gwreiddio'n lleol ac sy'n uchelgeisiol ar gyfer yr holl blant, wrth ddod i ben â gwneud elw o ofal plant a sicrhau nad ydy unrhyw berson ifanc yn gadael gofal i ddigartrefedd hefyd. Dwi'n gobeithio'n fawr, achos y ffaith eich bod chi wedi clywed hyn, Ddirprwy Weinidog, y bydd yna gyfle i chithau a'r Aelod drafod hyn ymhellach.

    Official English translation

I thank the Member for raising this issue. Clearly, you will be aware of Plaid Cymru's commitment in terms of what you've outlined. The Deputy Minister with responsibility for this has heard the comments that you have made this afternoon. Removing profit from the care sector is an issue that we worked on during the co-operation agreement, and that legislation is now in place and we're moving towards implementation during this Senedd term. The previous Government did sign a statement in 2025. As a new Government, we do support the principle of creating a care system that is more focused on families, is based on rights, is trauma informed, is locally rooted and is ambitious for all children, whilst removing profit from childcare and ensuring that no young person leaves care and goes into homelessness also. I do very much hope, given the fact that you will have heard this, Deputy Minister, that there will be an opportunity for you and the Member to discuss this issue further.

Diolch i’r Aelod am godi materion a gafodd gryn sylw, wrth gwrs, pan wnaeth y Prif Weinidog ddatganiad ar y pwnc hwn rai wythnosau yn ôl, a gwneud yr union bwyntiau hynny o ran datrysiadau o ran natur a rôl ffermwyr hefyd o ran hyn. I thank the Member for raising issues that got quite a bit of attention, of course, when the First Minister made a statement on this issue some weeks ago, and made those very points in terms of nature-based solutions and the role of farmers too in this regard. And certainly, this is an issue that is at the heart of many of the cross-departmental discussions within this Government.  To be clear, the First Minister leads on resilience, and then individual Ministers, such as the Cabinet Minister for Rural Resilience and Sustainability, clearly have a role in terms of flooding and so on, and in terms of rural policy and farmers. So, that collaboration is important.  There was a statement made. This was raised at that point as the work was proceeding. Of course, there will be further opportunities for Members to scrutinise, ask questions and have an input into that work.

Clearly, the Minister will take questions later this afternoon in terms of our framework, but there's also of course an opportunity to raise such concerns. Thank you. The Member will be aware of our commitment as a Government to be a Government for all of Wales, and that we do recognise the genuine challenges of this increase in prices—because of international affairs, mainly—and the pressure that's putting on residents, and it's a genuine pressure. Evidently, as the Member has mentioned, a number of these things are not within our responsibilities, but those discussions are happening. We as a Government are always looking in terms of the provision and the support that we can provide for those who genuinely are in difficulties because of these issues. Support is still available through the UK Government in terms of off-grid, and those are live and continuing discussions. But, certainly, I would agree with the Member; we do recognise that there are problems in terms of this that affect some communities specifically disproportionately, and they are live discussions.

Obviously, a lot of these matters are not devolved, but these are representations that we do make, because it impacts our democracy, it impacts the people that we represent, day in, day out, who are targeted in such a way. It's not just public figures. So, this is something we do take seriously. I would hope the UK Government does far more to protect citizens as well as those elected democratically. Diolch i'r Aelod am godi dau fater eithriadol o bwysig. Yn amlwg, mi oedd yna lot o gyhoeddusrwydd ynglŷn â Martha's rule yn ddiweddar yma, ac, yn sicr, os ydym ni'n edrych ar yr hyn rydym ni'n trio ei gyflwyno dros y gwasanaeth iechyd o ran Galwad am Bryder, mae hyn yn ceisio mynd i'r afael yn yr un modd. Dwi'n gwybod y byddai'r Gweinidog Cabinet dros Iechyd a Gofal yn hapus iawn i drafod hyn ymhellach efo chi'n uniongyrchol. Dwi'n siŵr ein bod ni yn unfrydig o ran y galwadau hynny. Mae o'n fater o weithredu, a dwi'n gwybod bod yna enwau gwahanol i'r math yma o arfer mewn gwledydd eraill—er enghraifft, yn Awstralia, Ryan's rule ydy o. Felly, mae'n bwysig ein bod ni'n gweithredu'r arfer da rhyngwladol o ran hyn. O ran yr ail bwynt, o ran trafnidiaeth ysgol, dwi'n meddwl ein bod ni i gyd yn cydnabod, ledled y Siambr hon, fod hon yn her genedlaethol. Dwi'n gwybod bod y Dirprwy Weinidog dros Drafnidiaeth wedi bod yn cwrdd gydag ymgyrchwyr ac wedi bod yn gweithredu ar hyn. Dydy'r atebion ddim yn hawdd. Official English translation

I thank the Member for raising those two hugely important issues. Clearly, there was a great deal of publicity around Martha's rule recently, and, certainly, if we look at what we're trying to deliver across the health service in terms of Call for Concern, this tries to address similar issues. I know that the Cabinet Minister for Health and Care would be more than happy to discuss this further with you directly. I'm sure that we are united in terms of those calls. It's a matter of taking action, and I know that there are different names for these practices in other nations—for example, it's Ryan's rule in Australia. So, it's important that we do operate according to best practice internationally in this regard. In terms of the second point, the home-to-school transport issue, I think we would all recognise across this Chamber that this is a national challenge. I know that the Deputy Minister for Transport has been meeting with campaigners and has been acting in this area. The solutions are not easy. There are some things that are extremely challenging, but we do recognise that there are barriers at the moment that are creating difficulties in terms of school transport. I know that the Deputy Minister will continue to work on this. I would encourage any Member who has any direct concerns in terms of their own constituents to write to the Deputy Minister.

This is an important issue, and a lot of detailed work was done through cross-party scrutiny during the last Senedd that showed that much more support was needed and that these challenges must be tackled. I'd ask the Member to write to the Cabinet Minister if he wants a further conversation about these issues. Of course, these are scrutiny issues for committees as well to ensure that action is taken on previous recommendations, because I know that many re-elected Members in the Chamber were part of that work and have an interest in these issues. Yn amlwg, mae'r adroddiad yn frawychus, ac mae'r pwynt rydych chi’n ei wneud, sef dydyn ni ddim gyda'r data yna yng Nghymru, yn rhywbeth mae swyddogion yn edrych arno fo rŵan, ac mae'r Gweinidog Cabinet wedi gofyn i ni edrych ar sut rydyn ni'n casglu’r data hwn i ddeall beth ydy'r sefyllfa yma yng Nghymru. Mae hefyd, wrth edrych ar yr adroddiad, yn edrych ar ba wersi y gallwn ni eu dysgu o'r argymhellion hynny. Mi oedden ni wedi ailddechrau'r Wales Leaving Care Forum, sydd yn gwneud gwaith eithriadol o bwysig, felly mi fydd y gwaith hwn yn parhau, ond dwi'n gobeithio fy mod i wedi rhoi'r sicrwydd roeddech chi'n edrych amdano fo ein bod ni yn edrych i ddysgu'r gwersi a'n bod ni'n edrych i gael y data perthnasol, oherwydd mae'n bwysig bod hynny ar gael i ni yma yng Nghymru hefyd.

I thank the Member for raising this issue. Clearly, the report is horrific, and the point that you make, that we don't have that data here in Wales, is something that officials are currently looking at, and the Cabinet Minister has asked us to look at how we gather this data so that we can understand what the situation is in Wales. Also, in looking at the report, he is considering what lessons we can learn from those recommendations. We had restarted the Wales Leaving Care Forum, which does exceptionally important work, so this work will continue, but I do hope that I have provided the assurances that you were seeking that we are looking to learn lessons and that we are looking to get that relevant data, because it's important that that is available to us here in Wales too.

Byddwn i'n gofyn i'r Aelod ddarparu unrhyw dystiolaeth, oherwydd, yn amlwg, mi oedd yna ymrwymiad i ni weithredu, ac mi ofynnwyd cwestiynau yn syth o ran hynny. Mi oedd fy ymateb i yn gyfan gwbl ddiamwys ar y pryd o ran nid dyma ein disgwyl ni o ran gweithredu, ond, yn amlwg, fedrith o ddim, heb inni gael y wybodaeth honno, fod yn rhywbeth rydyn ni'n gallu gweithredu arno fo. Ac mi fyddwn i'n annog unrhyw Aelod i godi unrhyw bryderon gydag awdurdodau lleol. Mae'n bwysig iawn bod awdurdodau lleol yn cydweithio efo ni fel Aelodau etholedig. Dyna ein hymrwymiad ni fel Llywodraeth. Felly, byddwn i yn gofyn i chi ddarparu'r wybodaeth honno, yn benodol felly i Siân Gwenllian fel y Gweinidog Cabinet dros lywodraeth leol.

I'd ask the Member to provide any evidence, because, evidently, there was a commitment for us to take action, and questions were asked immediately about that. My response was unambiguous at that time in terms of that that's not our expectation in terms of action, but, evidently, without us having that information, it can't be something we can take action on. And I would encourage any Member to raise any concerns with local authorities. It's very important that local authorities do collaborate with us as elected Members. That's our commitment as a Government. So, I would ask you to provide that information, specifically to Siân Gwenllian as the Cabinet Minister for local government.

Diolch am godi'r mater hwnnw. Mae'r Gweinidog Cabinet dros Iechyd a Gofal, a hefyd y Dirprwy Weinidog dros Iechyd Cyhoeddus ac Ataliol, wedi codi'r mater rydych chi wedi ei godi. Os nad ydych chi wedi ysgrifennu atyn nhw eto, byddwn i'n gofyn i chi wneud hynny. Mi fyddwch chi hefyd yn ymwybodol mai materion i'r byrddau iechyd ydy'r math yma o benderfyniadau, a, drwy'n gwaith a'n hymrwymiad o ran iechyd ataliol, mi ydym ni'n edrych ar sicrhau bod yna fynediad cydradd i wasanaethau ledled Cymru. Ond penderfyniadau unigol i fyrddau iechyd ydyn nhw, a dyna pam byddwn i'n gofyn i chi fod yn codi'r materion hyn, fel ei fod o'n rhan o'n hystyriaeth ni o ran edrych ar y gwasanaethau ataliol a hefyd sut mae sicrhau yr un mynediad, ble bynnag eich bod chi'n byw yng Nghymru, i wasanaethau.

Thank you for raising that issue. The Cabinet Minister for Health and Care and the Deputy Minister for Public and Preventative Health have raised the issue that you have raised. If you haven't written to them yet, I would ask you to do so. You will also be aware that these are issues for the health board in terms of these kinds of decisions, and, in terms of our commitment to the preventative agenda, we are looking to ensure that there is equal access to services across Wales. But these are individual decisions for health boards, and that is why I would urge you to raise these issues, so that it's part of our consideration in looking at the preventative services available and how we secure equal access, wherever you live in Wales, to those services.

Diolch i'r Aelod am godi'r materion hyn. Dwi'n gobeithio y byddwch chi wedi clywed yn gynharach heddiw ymateb y Prif Weinidog o ran y pryderon a godwyd ynglŷn â setliad ariannol llywodraeth leol, o ran y cydweithio pwysig sydd efo'r Llywodraeth hon, a'r gydnabyddiaeth hefyd, fel gwrthblaid, ein bod ni wedi blaenoriaethu sicrhau setliad gwell i awdurdodau lleol ledled Cymru, a bod hwnnw'n rhan o'r gyllideb eleni a bleidleisiodd nifer o Aelodau o'r Senedd hon yn ei herbyn. Felly, os ydyn ni eisiau diogelu gwasanaethau cyhoeddus, mae'n bwysig ein bod ni'n cydweithio. Dyna oedd y math o agwedd oedd gennym ni fel gwrthblaid, ac fel Llywodraeth, rydym ni'n dangos yr ymrwymiad hwnnw i gydweithio gyda llywodraeth leol. Rydyn ni hefyd yn cydnabod, wrth gwrs, pwysigrwydd y trydydd sector. Mae'r trydydd sector yn cyflawni gwaith eithriadol o bwysig, ac yn sgil y toriadau rydyn ni wedi eu gweld dros 15 mlynedd a mwy, maen nhw wedi dod yn wasanaethau sydd wedi gorfod cymryd baich oddi ar lot o wasanaethau a ddylai fod yn cael eu darparu gan y pwrs cyhoeddus. Felly, yn sicr mae hwn yn rhywbeth rydyn ni'n ymrwymo i gydweithio efo'r trydydd sector arno, a chydweithio efo llywodraeth leol, a byddwn i'n gofyn i bawb yma ystyried sut rydyn ni'n gallu gweld a sicrhau bod y cyllid ar gael, a chyllid teg i Gymru hefyd gan San Steffan i ni fedru diogelu'r trydydd sector a llywodraeth leol.

I thank the Member for raising these issues. I do hope that you will have heard earlier today the response of the First Minister in terms of concerns raised about the financial settlement for local government, in terms of the important collaboration with this Government, and the recognition also that, as an opposition party, we did prioritise ensuring a better settlement for local authorities across Wales, and that that was a part of this year's budget that a number of Members of the Senedd voted against. So, if we want to safeguard public services, it is important that we do collaborate. That's the kind of attitude that we had as an opposition party, and as a Government, we're showing that commitment to collaborate with local government. We also recognise, of course, the importance of the third sector. The third sector does undertake extremely important work, and in the wake of cuts that we've seen over a period of 15 years and more, they have become services that have had to take a great burden off other services that should be provided through the public purse. So, certainly, this is something that we commit to working on with the third sector on, and collaborating with local government, and I'd ask everybody here to consider how we can ensure that the funding is available, and fair funding for Wales as well from Westminster for us to be able to safeguard the third sector and local government.

May I raise a point of order under 13.9(v) of our Standing Orders? Llywydd, you will be aware that each Member here is governed by a code of conduct. We are also obliged to act lawfully and be mindful of different laws, including the Equality Act 2010. I would ask you to review Joe Martin MS's comments on the cofnod and determine if you are of the view that he is guilty, in your view, of using disorderly, discriminatory or offensive language or language that detracts from the dignity of the Senedd. I would suggest strongly that the comments were not in line with our Standing Orders.
