WelshTrefnydd, Chief Whip and Cabinet Minister for Culture and Sport
Diolch, Ddirprwy Lywydd. Mae dau ddatganiad llafar wedi eu hychwanegu at yr agenda heddiw, sef 'Uchelgais Newydd i Gymru', y rhaglen lywodraethu, a hefyd fframwaith moesegol amddiffyn Cymru. Mae busnes drafft y tair wythnos nesaf wedi'i nodi yn y datganiad busnes sydd ar gael i'r holl Aelodau'n electronig.
Official English translation
Thank you, Dirprwy Lywydd. Two oral statements have been added to today's agenda, namely 'New Ambition for Wales', the programme for government, and also the Welsh defence ethical framework. Draft Plenary business for the next three weeks is shown on the business statement, which is available to all Members electronically.
Diolch i'r Aelod am godi'r mater yna. Yn lwcus iawn, mae'r Dirprwy Weinidog dros Drafnidiaeth yma, ac mi fydd o'n ysgrifennu atoch chi. Byddwn i'n eich annog chi hefyd i rannu unrhyw wybodaeth—annog unrhyw Aelod yma i wastad rhannu gwybodaeth lle mae gwasanaeth angen sylw pellach gennym ni fel Llywodraeth.

I thank the Member for raising that matter. Fortunately, the Deputy Minister for Transport is here, and he'll be writing to you. I would encourage you also to share any information that you have, and encourage any Member here to always share information where services need further attention from us as a Government.
Wel, diolch i'r Aelod am godi mater sydd, wrth gwrs, o bwys. Mi fyddwch chi'n ymwybodol iawn, dwi'n siŵr, fod y Dirprwy Brif Weinidog, pan wnaeth hi gyfarfod gyda Phrif Weinidog newydd y Deyrnas Unedig, Andy Burnham, dros yr haf, wedi mynegi pryderon y Llywodraeth newydd hon ynglŷn â'r diffyg a wnaed gan y Llywodraeth Lafur o ran peidio â sicrhau dyfodol iawn i ddur yng Nghymru, a diystyru hefyd y diwydiant dur yma. Yn sicr, mae'r Gweinidog Cabinet dros Fenter, Cysylltedd ac Ynni yma yn y Siambr ac wedi clywed yr hyn rydych chi'n dweud, ac, fel bob amser, rydyn ni'n barod iawn i drafod gydag Aelodau lleol lle mae angen hynny. Ond, yn ddiamwys, mi fedraf i ddweud ein bod ni'n gweld dyfodol i'r diwydiant dur, eisiau gweithio gyda'r rheini sy'n pryderu am hyn, ac, wrth gwrs, yn gwneud yr achos drwy'r adeg i Lywodraeth y Deyrnas Unedig roi sylw digonol i'r diwydiant dur yma yng Nghymru.
Official English translation
Well, I thank the Member for raising an issue that is, of course, hugely important. You will be highly aware, I'm sure, that the Deputy First Minister, when she met with the new UK Prime Minister, Andy Burnham, over the summer, expressed this new Government's concerns about the lack of action taken by the Labour Government in not securing a future for steel in Wales and ignoring the steel industry here. Certainly, the Cabinet Minister for Enterprise, Connectivity and Energy is in the Chamber and has heard what you had to say, and, as always, we are more than willing to have discussions with local Members where necessary. But, unambiguously, I can say that we do see a future for the steel industry, and we do want to work with those who are concerned about this issue, and, of course, are constantly making the case at a UK level for the UK Government to give sufficient attention to the steel industry here in Wales.
Diolch i'r Aelod am godi'r materion hyn. Ddirprwy Lywydd, wrth gwrs, mi fydd pob Aelod wedi clywed datganiadau blaenorol, gan gynnwys datganiadau blaenoriaeth, gan gynnwys gan y Dirprwy Weinidog dros Drafnidiaeth. Mi ydym ni hefyd yn rhannu'r weledigaeth honno o ran sicrhau bod trafnidiaeth gyhoeddus ar gael ym mhob rhan o Gymru, ac mae'r weledigaeth honno yn cynnwys y gwaith sy'n mynd rhagddo er mwyn edrych ar y ddarpariaeth honno. Wrth i'r gwaith hwnnw barhau, mi fydd y Dirprwy Weinidog yn rhoi diweddariadau i'r Senedd hon, ac, wrth gwrs, yn barod iawn i ymgysylltu efo Aelodau, fydd eisiau gwneud yr achos dros eu hetholaethau nhw.
Official English translation
I thank the Member for raising those issues. Dirprwy Lywydd, of course, every Member will have heard previous statements, including statements on priorities, including those from the Deputy Minister for Transport. We too share that vision in terms of ensuring that public transport is available in every part of Wales, and that vision includes the work in train to look at that provision. As that work continues, the Deputy Minister will be providing updates to the Senedd and will, of course, be very willing to engage with Members, who will want to make the case for their constituencies.
Diolch i'r Aelod am godi'r mater hwn. Yn amlwg, mae hwn yn fater a godwyd wythnos diwethaf hefyd, ac, fel gwnes i amlinellu'r adeg honno, ymgymryd gyda'r ymgysylltiad cychwynnol y mae'r bwrdd iechyd. Does dim penderfyniadau wedi'u gwneud. A'r hyn byddwn i'n gofyn i bob Aelod sydd gydag etholwyr wedi'u heffeithio gan y posibiliadau yn yr ymgynghoriad hwn wneud yw ymwneud â'r ymgynghoriad, ac annog eraill, ac i fod yn glir nad yw'r bwrdd iechyd wedi gwneud unrhyw benderfyniad ar ei gynllun gwasanaethau clinigol.
Official English translation
I thank the Member for raising this issue. Clearly, it's an issue that was raised last week as well, and, as I outlined at that time, dealing with that initial engagement, that's what the health board is doing. No decisions have been made. And what I would ask every Member who has constituents who have been affected by the possibilities raised in this consultation to do is to become involved in the consultation, and to encourage others to engage, and to be clear that the health board has yet to make any decision on its clinical services plan.
Diolch i'r Aelod am godi mater eithriadol o bwysig. Dwi'n siŵr bod nifer ohonom ni wedi clywed gan ffrindiau, gan etholwyr, sydd wedi'u heffeithio, a chlywed am yr effaith dirdynnol mae hyn wedi'i gael.
Official English translation
I thank the Member for raising such an important matter. I'm sure that many of us will have heard from friends, from constituents, who've been impacted, and have heard about the very powerful impact that this has had.
Please be assured that this Government stands with the trans community and will continue to protect and promote trans rights in line with our commitment to a welcoming and inclusive Wales. Members will be aware that a debate is tabled tomorrow by Anthony Slaughter. There will be an opportunity then to ask questions of the Cabinet Minister for health, and he will also be responding in full then.
Diolch i'r Aelod am godi'r mater hwn. Mae o'n fater sydd yn fyw iawn yn ein trafodaethau ni fel Llywodraeth. Mae'n fater traws-bortffolio. Dwi'n falch bod y Dirprwy Weinidog dros Drafnidiaeth yma. Rydyn ni wedi cael trafodaethau hyd yn oed yr wythnos yma, fel Gweinidogion, yn edrych ar yr effaith o ran rhwystro pobl rhag cael mynediad at addysg, sydd yn effeithio ar faint o arian sydd gan deuluoedd, ac ati. Mae hwn yn fater byw. Mae'r gwaith yn mynd rhagddo. Wrth fod yna ddiweddariadau, mi fydd y Dirprwy Weinidog, wrth gwrs, yn ymgysylltu efo Aelodau o'r Senedd sydd yn poeni am y mater hwn.
Official English translation
I thank the Member for raising this issue. It is a very live issue as part of our discussions as a Government. It's a cross-portfolio issue. I'm pleased that the Deputy Minister for Transport is here. We have had discussions even this week, as Ministers, looking at the impacts in terms of barriers to people's access to education, and that does affect how much money families have too. This is a very live issue. The work is ongoing. As there are updates, the Deputy Minister will, of course, engage with Members of the Senedd who are concerned about this issue.
Diolch. Dwi'n siŵr nad chi yw'r unig un a dwi'n gwybod ein bod ni wedi bod yn rhan o ymgyrchoedd pan oedd banciau mewn perygl, ac wedi gweld yr effaith pan maen nhw wedi diflannu, a beth oedd effaith hynny wedyn ar rai o'r trigolion mwyaf bregus neu'r rhai hynaf yn y gymdeithas. Mae hwn hefyd yn fater y mae'r Dirprwy Brif Weinidog a Gweinidog Cabinet dros Gyfiawnder Cymdeithasol a Chydraddoldeb wedi bod yn ei godi, oherwydd mae hwn yn fater o gyfiawnder cymdeithasol: sicrhau'r gwasanaethau hynny. Dwi'n falch iawn bod y Gweinidog Cabinet dros Fenter, Cysylltedd ac Ynni wedi clywed yr hyn rydych chi wedi ei ddweud rŵan. Fe wnawn ni ystyried hynny, a dwi'n siŵr y bydd y Gweinidog yn ymgysylltu â chi.
Official English translation
Thank you. I'm sure that you're not the only one and I know that we've been part of campaigns in the past when banks have been at risk, and have seen the impact when they have gone from those places, and what impact that has then had on some of the most vulnerable residents or the oldest people in that society. This is also an issue that the Deputy First Minister and Cabinet Minister for Social Justice and Equality has been raising, because this is a social justice issue: ensuring those services. I am very pleased that the Cabinet Minister for Enterprise, Connectivity and Energy heard what you said just then. We will consider that, and I'm sure that the Minister will engage with you.
Diolch i'r Aelod am godi mater a godwyd hefyd yn ystod cwestiynau i'r Prif Weinidog heddiw. Mi ddylwn i ddatgan fy mod i'n rhannu etholaeth â chi ac wedi bod yn eiriolwr cryf dros weithredu o ran cefnogi cymunedau sydd efo'r risg parhaus hwn. Rwyf wedi gweld yr effaith y mae hyn yn ei gael, nid yn unig pan fydd llifogydd yn digwydd, ond unrhyw dro pan fydd hi'n bwrw glaw yn drwm, a'r ofn parhaus sydd yna fod pobl yn mynd i ddioddef llifogydd a'r effaith y bydd hynny'n ei gael ar eu bywydau dydd i ddydd nhw.
Mi fydd y Gweinidog Cabinet dros Wydnwch Gwledig a Chynaliadwyedd yn gwneud datganiad yn yr wythnosau nesaf yma ynglŷn â pharatoi at y gaeaf. Ac yn sicr, yr hyn rydyn ni wedi ei weld rŵan, gyda'r tywydd mwyaf eithafol, yw bod yn rhaid inni fod yn gwneud y gwaith hwn drwy gydol y flwyddyn, oherwydd un o'r heriau rydyn ni wedi eu gweld ydy bod rhai o'r stormydd yn dod yn gynt neu'n hwyrach yn y flwyddyn, ac wedyn bod angen y parodrwydd hwnnw. Wedyn, yn sicr, mi fydd y datganiad hwnnw yn yr wythnosau nesaf. A dwi'n credu, o'r hyn ddywedodd y Prif Weinidog yn gynharach heddiw, fod y gwaith medrwn ni ei wneud fel pob Aelod o'r Senedd, i fod yn cefnogi cymunedau o ran y gwydnwch hwnnw ac i fod yn eirioli drostyn nhw, yn eithriadol o bwysig.

I thank the Member for raising that issue, and it was spoken about earlier today in First Minister's questions. I should declare that I share a constituency with you and I have been a strong advocate of taking action in terms of supporting communities who face this continuing risk. I've seen the impact that this has, not just when the floods happen, but any time it rains heavily, and that continuing fear that people have that they are going to suffer further flooding and the impact that that will have on their day-to-day lives.
The Cabinet Minister for Rural Resilience and Sustainability will be making a statement in these next weeks about preparing for the winter. And certainly, what we have seen now, with this extreme weather, is that we have to do this work throughout the year, because one of the challenges that we have seen is that some of the storms happen earlier or later in the year, and that then that preparedness is needed. Certainly, that statement will be coming in the next few weeks. And I think, from what the First Minister said earlier today, that the work that we can do as each Member of the Senedd, in terms of supporting communities with that resilience and advocating for them, is incredibly important.
Diolch i'r Aelod am godi'r mater hwnnw. Mae'r Gweinidog Cabinet dros Lywodraeth Leol, Tai a Chynllunio wedi clywed eich galwadau chi a'r hyn rydych chi wedi ei godi. Ac mi fyddaf i'n trafod efo hi y ffordd fwyaf priodol i fod yn rhoi'r ymateb hwnnw, boed yn ddatganiad neu drwy lythyr.
Official English translation
I thank the Member for raising that issue. The Cabinet Minister for Local Government, Housing and Planning will have heard your calls and the issues that you've raised. And I will discuss with her the most appropriate way of responding to those, be that a statement or by correspondence.
Diolch. Mae pwyntiau'r Aelod wedi'u nodi ar y cofnod. Dwi ddim yn siŵr os oedd yna gais am ddatganiad o ran yr ail un, ond yn sicr mi fyddaf i'n gwneud y Gweinidog Cabinet yn ymwybodol o'r hyn rydych chi wedi'i godi. Fel bob amser, os oes yna unrhyw enghraifft benodol rydych chi eisiau ei chodi, byddwn i yn eich annog chi fel Aelod i fod yn codi hyn. Yn sicr, dwi'n gwybod bod yna Aelodau sydd yn cynrychioli byrddau iechyd eraill wedi bod yn codi pryderon o ran parcio o fewn ysbytai. Felly, mi fyddai'n dda gwybod am unrhyw broblemau fel ein bod ni hefyd yn gallu cael y sgyrsiau hynny efo byrddau iechyd.
Official English translation
Thank you. The points made by the Member are on the record. I'm not sure if there was a request for a statement on the second point that she raised, but certainly I will make the Cabinet Minister aware of the issue that you have raised. As always, if there are any specific examples that you want to raise, I would encourage you as a Member to raise those issues. I certainly know that Members representing other health boards have been raising concerns around parking in hospitals. So, it would be good to know about any problems so that we too can have those conversations with the health boards.
Diolch i'r Aelod am godi hynna. Mae'r Dirprwy Weinidog wedi clywed yr hyn rydych chi'n ei ddweud. O ran amserlen fwy penodol, dydy hynna ddim gen i y tu hwnt i'r hyn sydd hefyd wedi'i rannu efo chi, hynny ydy, ein bod ni'n rhagweld y bydd y canllawiau newydd yn cael eu cyhoeddi yn 2027. Mae'r swyddogion yn gweithio gyda swyddogion awdurdodau lleol i ddiweddaru'r canllawiau, ac mae eu hadborth ar y drafft diweddaraf yn cael ei ystyried ar hyn o bryd. Felly, mae'r gwaith hwnnw yn weithredol, a dwi'n diolch i chi am godi'r mater.
Official English translation
I thank the Member for raising that point. The Deputy Minister has heard what you've had to say. In terms of a more specific timetable, I don't have that information beyond what's already been shared with you, that is, that we do anticipate that the new guidance will be published in 2027. Officials are working with local government officers to update the guidance, and their feedback on the latest draft is being considered at the moment. So, that work is ongoing, and I thank you for raising the issue.
Diolch i'r Aelod am y cwestiwn. Byddwn i yn awgrymu bod y math yna o gwestiwn—. Doeddwn i ddim yn gweld dim ynglŷn â datganiad penodol yn fan yna. Roedd o'n fwy o gwestiwn craffu, neu'n gwestiwn i chi ei roi i'r Gweinidog pan fydd yna gyfle i godi hynny. Ond, yn sicr, mae'r Gweinidog Cabinet dros Gyllid yma ac wedi clywed yr hyn rydych chi'n ei godi, a dwi'n siŵr y bydd cyfle i chi fod yn trafod hyn ymhellach.
Official English translation
I thank the Member for the question. I would suggest that that type of question—. I didn't hear anything about a specific statement there. It was more of a scrutiny question, or a question for you to put to the Minister when you have that opportunity. But, certainly, the Cabinet Minister for Finance is present and she has heard what you've raised, and I'm sure you'll have an opportunity to discuss this further.
Diolch i'r Aelod, a phob hwyl i bawb sy'n ymwneud efo'r ŵyl groeso sydd i ddod. A dwi'n edrych ymlaen at fod yn mynychu Eisteddfod Bro'r Wenynen y flwyddyn nesaf. Mi fydd o, fel mae'r Aelod wedi dweud, yn gyfle aruthrol i'r ardal. Ac rydyn ni'n gwybod yr hwb sy'n dod i ardal ac i Gymreictod pan fydd Eisteddfod yr Urdd yn dod yna.
Yn sicr, mae o'n un o'r pethau roeddwn i'n teimlo'n rhwystredig iawn yn eu cylch, fel llefarydd yn yr wrthblaid, nad oedd digon o gynllunio yn cael ei wneud o ran gwaddol. A'r sicrwydd yr hoffwn i ei roi i'r Aelod, a phob Aelod arall, ydy fy mod innau a'r Gweinidog Cabinet dros Addysg a'r Gymraeg yn cael trafodaethau ar y funud o ran sut mae rhoi'r fframwaith gwaddol yna yn ei le o ran Eisteddfod yr Urdd a'r Eisteddfod Genedlaethol, ac fe fyddwch wedi fy nghlywed yn sôn am ddigwyddiadau eraill ledled Cymru.
Mae yna fuddsoddiad, wrth gwrs, gan y Llywodraeth hon yn mynd i mewn i hynny, ac mae sicrhau bod y gwaith gwaddol hwnnw nid dim ond yn disgyn ar y bobl brysur iawn sydd yn codi arian tuag at yr eisteddfodau hyn, ond ein bod ni'n gallu gweithio efo rheini fel y mentrau iaith ar lawr gwlad i sicrhau gwaddol, yn eithriadol o bwysig. Felly, wrth i'r gwaith hwnnw fynd rhagddo, byddaf yn barod iawn i fod yn rhannu hwnnw gydag Aelodau, a chael eich mewnbwn a'ch syniadau chi hefyd. Oherwydd mae'r rhain yn ddigwyddiadau o bwys. Maen nhw yn gadael gwaddol. Ond os medrwn ni gael mwy o waddol drwy gynllunio yn fwy strategol, yna dyna lle dwi innau a'r Gweinidog Cabinet dros addysg Gymraeg eisiau ei gyrraedd.
Official English translation
I thank the Member, and good luck to everyone who is involved in that welcome festival. And I look forward to attending Eisteddfod Bro'r Wenynen next year. As the Member has said, it will be an excellent opportunity for the area. And we know of the boost that comes to an area and its Welshness when Eisteddfod yr Urdd goes to that area.
Certainly, one of the things that I felt very frustrated about as an opposition spokesperson was that there was not enough planning being done in terms of legacy. And the assurance I'd like to give the Member, and every other Member, is that I and the Cabinet Minister for Education and the Welsh Language are having discussions at the moment about how to put that legacy framework in place in terms of the Urdd Eisteddfod and the National Eisteddfod, and you will have heard me speaking about other events across Wales.
There is investment, of course, from this Government going into that, and ensuring that that legacy work does not just fall on the very busy people who are currently fundraising for these eisteddfods, but that we can work with people such as the mentrau iaith on the ground to ensure that legacy, is very important. So, as that work continues, I will be very ready to share that with Members, and to take your ideas and input on board as well. Because these are important events. They do leave a legacy. But if we can have more of a legacy by planning more strategically, then that's where I and the Cabinet Minister for Welsh education want to reach.
Diolch i'r Aelod am godi'r mater hwn. Yn amlwg, rydych chi yn sôn am fater sydd ddim wedi'i ddatganoli i'r Senedd hon. Os bydd yr Aelod angen y manylion cyswllt er mwyn codi unrhyw gwestiynau sydd ganddo yn y ffordd fwyaf priodol, wrth gwrs byddwn i'n hapus i ddarparu'r rheini. Ond, o ran yr hyn sydd o fewn rheolaeth y Gweinidog Cabinet, rydych chi yn sôn am fater sydd ddim yn ddatganoledig fan yna.
Official English translation
I thank the Member for raising this issue. Clearly, you are discussing an issue that is not devolved to this Senedd. If the Member wants contact details in order to raise any questions that he has in the most appropriate way, of course I would be happy to facilitate that. But, in terms of what is within the control of the Cabinet Minister, you are talking about an issue that is not devolved.
Thank you. Can I be very clear that antisemitism is something that we should all condemn? We should all work proactively to ensure that no-one is targeted in such a way and feels unsafe. The growth of antisemitism and hatred is something that should unite all of us in condemning and working hard within our communities to ensure that there is community cohesion and that nobody is targeted in such a way. The Deputy First Minister and Cabinet Minister for Social Justice and Equality leads on this work on behalf of the Welsh Government, though it's of course owned collectively by each of us, and the 'Anti-racist Wales Action Plan' is being reviewed to ensure that it's fit for purpose in light of the rise that we're seeing in antisemitism and hate crimes. Therefore, any Member here who is concerned about such issues, please engage with this work, because it's crucial that we work together.
Diolch. I'r Aelod fod yn ymwybodol, y Gweinidog Cabinet dros Gyfiawnder Cymdeithasol a Chydraddoldeb yw'r Aelod perthnasol; roeddech chi'n gofyn ar ddechrau eich cwestiwn pa Weinidog a oedd yn gyfrifol am hynny, felly i roi'r sicrwydd hwnnw.
Gaf i ei gwneud hi'n glir? Mae hi wedi bod yn ddiamwys o ran y Llywodraeth hon bod taclo tlodi ym mhob rhan o Gymru yn flaenoriaeth. Mae ein holl raglen lywodraethu ni, os edrychwch chi, y ffocws traws-Lywodraeth hwnnw, ym mhob portffolio, yn gyfan gwbl glir bod taclo tlodi yn eithriadol o bwysig ac yn rhywbeth rydyn ni yn ei flaenoriaethu. Mi fydd yr Aelod hefyd yn ymwybodol, dwi'n siŵr, bod yna broblemau o ran tlodi gwledig yn benodol sydd angen eu taclo. Yn aml, mae hwn yn rhywbeth sydd wedi ei guddio, ac mae hi'n bwysig iawn bod y gefnogaeth rydyn ni'n ei rhoi er mwyn sicrhau bod pawb, ym mhob cornel o Gymru—. Rydyn ni'n gwybod, ym mhob un etholaeth, bod yna bobl yn byw mewn tlodi na ddylai fod yn byw mewn tlodi, ac mai record y Llywodraeth Lafur ddiwethaf oedd cynyddu nifer y plant yn byw mewn tlodi. Dyna pam ei bod hi'n flaenoriaeth i'r Llywodraeth hon weithio ar draws Gweinidogion i fynd at wraidd y broblem.
Official English translation
Thank you. So the Member will be aware, the Cabinet Minister for Social Justice and Equality is the relevant Member; you asked at the start of your question who the relevant Minister was, so just to give you that assurance.
Could I make it clear? It has been unequivocal in terms of this Government that tackling poverty in all parts of Wales is a priority for us. Or entire programme for government, if you look at it, that cross-Government focus, in every portfolio, is entirely clear that tackling poverty is incredibly important and is something that we prioritise. The Member will also be aware, I'm sure, that there are problems in terms of rural poverty in particular that need to be tackled. Often, that has been something that has been hidden, and it's very important that the support that we provide in order to ensure that everyone, in all corners of Wales—. We know that, in every constituency, there are people living in poverty who should not be living in poverty, and that the last Labour Government's record was to increase the number of children living in poverty. That is why it is a priority for this Government to work across Ministers to get to the heart of the problem.
