    Statement by the Llywydd

    English Llywydd

We'll get under way. Before we move ahead with today's agenda, I wish to communicate my ruling in response to the point of order raised by Heledd Fychan MS at the end of the meeting on 23 September 2026. I have had an opportunity to review the Record of Proceedings. My ruling is that the contribution made by Joe Martin MS to the short debate on 23 September breached Standing Order 13.9(v), as it constituted 'disorderly, discriminatory or offensive language or language which detracts from the dignity of the Senedd'. I want to make it clear that Members of the Senedd are entitled to hold and express strong and differing views. I will defend the rights of all Members to express their perspectives and to challenge that of other Members. It is the nature of parliamentary debate that Members will frequently disagree, and often in a robust manner. However, contributions must comply with the Standing Orders and the required standards of conduct in a parliamentary setting. And they must be grounded in respect for others at all times. This ruling concerns the language used and the manner in which the contribution was expressed, rather than the right to debate the subject matter. I have written to Joe Martin concerning my ruling, and to require that he ensures that the language used meets the requirements of order and respect in future. That is my ruling.

Can we now move to item 1, please? We have nominations for a committee Chair. I now invite nominations under Standing Order 17.2F for the Chair of the Legislation Committee, which has been allocated to the Reform group, agreed in accordance with Standing Order 17.2A. Only a Member from the political group that has been allocated that committee may be nominated as Chair, and only a Member of the same political group may make the nomination. If a Member objects to a nomination, or there are two or more nominations, a secret ballot will be held. I invite nominations.

We have a seconder. Are there any further nominations? The election of the Chair for this committee will now duly take place by secret ballot. So, the secret ballot will be held in briefing room 13 in the Senedd, and electronically. Members will be e-mailed when the voting opens, and voting will close after two hours. The clerk will be responsible for supervising the voting and for counting the votes. Following the secret ballot, I will announce the result at the end of Plenary today.

How this page is made

Counted by Siambr from the Record's rows. Chaired contributions, spoken under the Record's title for the chair, are counted apart and never added in.

Each page holds 50 contributions at most and keeps a sitting day whole, unless the day alone is over 50.
